The Air Armament Center, 16th Test Squadron (TS), is contemplating the award of a sole source Firm Fixed Price (FFP) contract for one year with four one-year options to ITT Avionics Division, 100 Kingsland Road, Clifton NJ 07014. This acquisition is being pursued on a sole source basis because ITT retains the engineering database required to perform the efforts required. Tasks consist of responses to recurring engineering tasks in support of B-52 electronic warfare (EW) operational test requirements. Planned tasking will directly support the maintenance, operation and technical capabilities of the AN/ALQ-172 mockup and associated support equipment located in and/or supporting the 16 TS. This contract includes all 16 TS AN/ALQ-172 support equipment requirements. Period of performance is from the date of contract award through 30 September 2000 with four one year options up to 60 months. Prior to performance, all contractor personnel must be United States citizens and possess SECRET security clearances. Contractor must have a prior and detailed working knowledge of the design, operation and maintenance of the AN/ALQ-172, the 16 TS test laboratory, B-52 special test equipment, special B-52 instrumentation and data reduction software, B-52 aircraft systems, and their interfaces with the B-52 AN/ALQ-172 system. The contractor must be familiar with the technical theory and application of VAX architecture and programming, Versa Modular European (VME) based computer systems, X-windows programming and applications, ETHERNET local area networks, and Military Standard 1553B data bus operations. Prospective offerors should have a working knowledge of EW principles and equipment to include radar receiver and transmitter systems, advanced digital signal processing and transmission line, antenna and electromagnetic wave theory.
