States Agency for International Development Mission to Indonesia
(USAID/I) is seeking proposals from qualified U.S. firms/organizations
interested in implementing the Civic Society Support and Strengthening
Program (CSSP). The CSSP Solicitation will be available in hard copy
and on the internet not earlier than 15 days from the date of this
notice in the CBD. The proposed CSSP contract will form an essential
part of USAID/I's Democracy and Governance program for the next three
to five years. The contract will consist of two parts: a technical
assistance component and a grant component. The goal of the CSSP is to
help Indonesia during this historic period by assisting emerging,
reform-minded non-governmental organizations (NGOs) address key issues
associated with increased openness, transparency and reform. USAID
will support long and short-term advisors in specific technical fields,
such as rule of law, ethnic reconciliation, civil-military relations,
and policy implementation. The goal is to provide support for improved
governance through quality technical assistance, training and
financial assistance. Under the grant component of CSSP, the contractor
will solicit new grant applications, review and recommend grant
applications, negotiate and execute approved grants, and administer the
grants. The estimated value of the grant program (not including
administration costs) is $6 million. All grants will be to Indonesian
organizations. The contract will be in effect for a three-year period.
USAID, at its option, may subsequently extend the contract for an
additional two one-year periods, up to a maximum of five years, subject
to satisfactory execution of the overall program by the Contractor and
availability of funds. USAID intends to award a Performance Based Cost
Reimbursement (Completion Form) contract which will be incrementally
funded. USAID, under a class deviation to AIDAR, Appendix A, Section
2(a), hereby provides the estimate for performance of the work required
hereunder, which is not expected to exceed $30 million (including the
$10 million grant program). While this procurement has not yet received
formal approval, we expect that it will be approved. In the event that
approval is not received, this RFP will not go forward.
USAID/Indonesia encourages the participation of small business concerns
and disadvantaged enterprises in this activity in accordance with FAR
Part 19 (48 CFR Chapter 1) and AIDAR Part 726 (48 CFR Chapter 7). In
this respect, it is anticipated that the prime contractor will make
every reasonable effort to identify and make maximum practicable use of
such concerns. All selection criteria being found equal, the
participation of such concerns may become a determining factor for
selection. To help identify potential subcontractors, a list of all
organizations requesting a copy of the solicitation will be published
with the solicitation document. Organizations are encouraged to
indicate whether they are Small or Small Disadvantaged entities when
requesting the solicitation and may indicate that they do not wish to
be included on the list. By providing the list, USAID does not endorse
the listed organizations as being capable of carrying out the
activity, nor does USAID verify the claimed status of the
organizations. Necessarily, the list will contain the names of only
those organizations known prior to the issuance of the solicitation
document. Proposals shall include Small Business Plans reflecting, to
the maximum extent possible, subcontracting with the above-defined
