will be required to own, operate, and maintain the Fort Polk gas
distribution system and to coordinate with the government supplier to
distribute natural gas within the Fort Polk installation boundaries.
The Fort Polk gas distribution system consists of, but is not limited
to: two metering stations; approximately 275,000 linear feet of pipe,
2" to 8"; approximately 416 valves of varying size; and it serves
approximately 1,750 buildings located throughout the post including 750
units of family housing. The Contractor shall be responsible for
funding all capital investments required to acquire, maintain and
operate the Fort Polk gas distribution system. The Contractor shall
assume ownership of the "Fort Polk Side" of the substations. These are
the connections of the Government's system to the upstream
distribution and transmission systems. Maintenance and operation
procedures must meet or exceed all State and Federal safety, fire and
environmental laws/codes. If a large business firm is selected, the
firm must comply with FAR 52.219-9 regarding the requirement of
subcontracting plan. Fort Worth District's subcontracting goals are:
61.2% of the contractor's total intended subcontracted amount be placed
with small businesses; 9.1% of the total subcontracted amount be placed
with small disadvantaged businesses; 4.5% of the total subcontracted
amount be placed with woman-owned small businesses; and 5.5% of the
total subcontracted amount be placed with historically black colleges
or universities/minority institutions. The solicitation will issue on
or about 22 June 1999 with proposals due on or about 19 August 1999.
The solicitation will be placed on Compact Disk (CD-ROM) and will be
provided free of charge. Solicitations will not be provided in a paper
hard copy format. Notification of amendments shall be made through
either 3.5" diskette, CD-ROM, and/or the Internet. The Government
intends to issue this solicitation through the use of CD-ROM and the
Internet. However, the Government reserves the right to use only the
Internet as notification of any changes to this solicitation. It is
therefore the Contractor's responsibility to check the following
address daily for any posted changes to this solicitation. Contractors
may view and/or download this solicitation and all amendments from the
Internet at the following address: http://ebs.swf.usace.army.mil. The
SIC code is 4923. This procurement is Unrestricted. All responsible
sources may submit a bid which shall be considered by the agency.
Facsimile requests for solicitation documents are acceptable (FAX#
