This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number USSS980035 is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. This action is a 100% small business set-aside. The SIC code is 7521. The size standard is $5.0 million. Offerors shall provide a price proposal for 4-full size van and ninety (90) sedans/station wagons parking spaces within a two block radius of 950 H Street, NW. Offerors shall also provide a price proposal for one twelve-month extension of the above parking spaces. VANS: 1 van parking space for the period July 1, 1999 through September 30, 1999; 2 additional van parking spaces for theperiod August 1, 1999 through September 30, 1999; and 1 additional van parking space for the period September 1, 1999 through September 30, 1999. SEDANS/STATION WAGONS: 19 parking spaces for the period June 14, 1999 through September 30, 1999; 13 additional parking spaces for the period July 1, 1999 through September 30, 1999; 50 additional parking spaces for the period August 1, 1999 through September 30, 1999; 8 additional parking spaces for the period September 1, 1999 through September 30, 1999. The selected garages(s) must be situated within a two-block radius of the Secret Service location. The exact boundaries should be: North -- I Street; South -- F Street; East -- 7th Street; and West -- 11th Street. The parking must be in an indoor garage with access/egress control (attendant during operating hours). Twenty-four (24) hour access may be any means (attendant, key card, key, etc., at no additional cost to the Government). The garage must be available for Secret Service use seven (7) days per week, twenty-four hours per day, 365 days a year. Self-parking capability is required. Standard commercial garage is acceptable. The garage must be suitable for vehicular parking with appropriate exha ust and ventilation. The garage parking space must be clean, free of rubbish and garbage on the floor and in parking spaces. The garage must be free from mice and rats, snakes and other unsafe rodents. Free of water standing in floor parking area. Garage must be well lighted for security reasons. Parking space should be of that standard size. Services provided to U. S. Secret Service, Administrative Operations Division, Property Management Branch, 950 H Street, NW, 6th Floor, Washington, DC 20001. The following FAR provisions are applicable to this RFP -- FAR 52.212-1, Instructions to Offerors -- Commercial; FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. Offerors must include a signed copy of the Representations and Certifications with their offers. Copies of the Representations and Certifications are available on-line at either www.farsite.hill.af.mil or GSA's web page at www.arnet.gov/far. The contract specialist will not accept telephone call requests for copies of the FAR provisions. The Government intends to award a firm-fixed price contract to the responsible offeror whose proposal, conforming to the items listed herein, will be the most price advantageous to the Government. Government reserves the right to make multiple awards as a result of this synopsis/solicitation. All offers, which shall include the price proposals and a signed copy of the Representations and Certifications, shall be mailed to the U.S. Secret Service, Procurement Division, 1310 L Street NW, Suite 730, Washington, DC 20223, Attn: Renea Morton, for receipt not later than 12:00 NOON, Tuesday, June 8, 1999.
