INVITATION FOR BIDS Sealed bids will be received by the State of Montana, Department of Environmental Quality, Mine Waste Cleanup Bureau, until 2:00 p.m. on Thursday, June 24, 1999 for the Spring Hill Tailings Reclamation Project, Lewis and Clark County, Montana. The work will consist of, but not be limited to, providing all labor, materials, earthwork, and incidentals necessary to reclaim areas contaminated as a result of an abandoned inactive hard rock mining operation. Construction activities will include; improving access roads; clearing and grubbing; removing and disposing of debris; removing and consolidating approximately 18,000 cubic yards of waste rock; excavating and regrading approximately 58,400 yards of tailings; installing approximately 48,700 square yards of geocomposite liner; installing 48,700 square yards of drainage layer material; excavating, hauling and applying approximately 24,500 cubic yards of cover soil from a pre-determined source; constructing a stream; constructing a runon control ditch; fertilizing, seeding and mulching approximately 15 acres. The proposal is for one 90 consecutive day contract. Bids will be received for one General Contract. A PRE-BID conference will be held for prospective Bidders on Tuesday, June 15, 1999 at 10:00 a.m., at the southeast end of Tailings Pond 2 at the Spring Hill Tailings Reclamation Project Site, 3.5 miles southwest of Helena, MT. The site is accessed from Downtown Helena by proceeding southwest on West Main Street to the intersection of Grizzly Gulch Road, then proceed up Grizzly Gulch Road 2.6 miles then turn right onto the access road to the meeting area. The project engineering firm is Olympus Technical Services, Inc., 765 Colleen St, Helena, Montana 59601. Information regarding the general nature of the project should be requested from Tom Mostad, Mine Waste Cleanup Bureau, Department of Environ-mental Quality (DEQ), (406) 444-3846. Contract Documents may be viewed at selected Montana Builders' Exchanges and at the Department of Environmental Quality, 2209 Phoenix Ave Helena, MT 59620-0901. Documents may be secured by sending a non-refundable payment to DEQ in the amount of $50.00 for each two volume set of documents. (Volume one price: $30.00; volume two price: $20.00. If the bidder holds volume one, bidder may order volume two only.) Requests should be made for DEQ Contract 490007 or the Spring Hill Tailings Reclamation Project. Documents will be sent only after payment has been received. Bids shall be submitted on the form provided with the Contract Document. Bids shall be accompanied by bid security meeting the requirements of the State of Montana in the amount of ten percent (10%) of the total bid. Successful bidder will furnish an approved Performance Bond and Labor and Materials Bond each in the amount of 100% of the Contract. Further insurance requirements are set forth in the contract documents. The Contractor shall comply with all fair labor practices and must meet the requirements of State and Federal Statutes. No bidder may withdraw his bid for at least thirty (30) days after the scheduled time for the receipt of bids except as noted in the Instructions To Bidders.
