Puget Sound (FISCPS) is soliciting for MK 32 Mod 1 Air Stabilizers in
accordance with NAVSEA drawing 6561925 Rev B and associated drawings
in support of the MK 50 Torpedo program. The solicitation will be for
a base quantity with four option quantities. The base quantity will be
for 450 units. The option quantities will be for 360 units each. Three
first articles will be required from unproven sources. Option 1 will be
exercised approximately within 365 days after first article approval
(FAA); Option 2 exercised within approximately 730 days after FAA;
Option 3 exercised within approximately 1095 days after FAA and Option
4 exercised within approximately 1460 days after FAA. It is desired
that the contractor deliver 40 units approximately every 100 days.
Delivery of the first articles is desired within 180 days after
contract award. The contract will have inspection and acceptance at
origin, with shipment of the units to various Government sites via GBL.
The first articles will have initial inspection at source and final
acceptance at destination as they require Government flight testing.
The solicitation will state that an evaluation cost of $18,000 will be
added to all offerors that require the submission of first articles to
factor in the Government cost of flight testing. Past performance will
be evaluated and compliance to the ISO-9000 quality matrix is
required. The solicitation will be issued on or about 10 Jun 99 with a
30-day closing date. This acquisition will be made using FAR Part 15,
Contracting by Negotiation. A firm-fixed price supply type contract is
anticipated. The procurement is set aside 100 percent for small
business concerns, SIC 3483. All responsible sources may submit an
offer/bid which shall be considered by FISC Puget Sound. No telephone
requests for the solicitation will be accepted. Requests may be faxed
to (360) 476-2931. The solicitation will be posted at neco.navy.mil
upon issuance; however, the associated attachments cannot be posted.
Allrequests for a complete copy of the solicitation package may be
