Rowland, Contract Specialist The U.S. Fish and Wildlife Service (USFWS) intends to negotiate on a sole source basis with Telonics, Inc. for the purchase of satellite platform terminal transmitters configured in this manner for sea turtles. The satellite transmitters will be used to investigate the migratory movements of threatened female loggerhead sea turtles nesting along the central-east coast of Florida. Previous studies using this equipment have been carried out and comparability is essential in ensuring the integrity of the data for the purposes of statistical analyses. Contractors who can meet the above requirements should submit clear and convincing data in writing substantiating an ability to provide the transmitters. Responses to this notice must be received in writing to the above address no later than June 3, 1999. If no response is received, an award will be made to Telonics, Inc. If a response is received that meets USFWS requirements and analysis of both technical and pricing documentation indicates that a competitive acquisition would be more advantageous to USFWS, then a formal solicitation may be issued.
