NASA/SSC plans to issue a Request for Offer (RFO)for one (1) each, Field Ruggedized Elastic Backscatter Lidar System that will measure the direct backscatter of laser light from aerosols and molecules directly above the laser and detector optics. Specifications include: source laser: Nd:YAG; wavelength: 532 nanometers; pulse repetition rate: 0-30Hz; pulse energy: 30mJ; telescope: 10-inch Shcmidt-Cassegrain; telescope focal length: 2500 millimeters (f/10); optical filter: 2 nanometer BW, 2-inch diameter, 50% transmission; detector: photomultiplier tube, 10 to the fourth power to 10 to the fourth power current gain; range: 15 kilometers; range resolution 37.5 meters; sampling: 12-bit digitizing; operating temperature: 0-38 degrees C; relative humidity: 30-90% RH (during operation); maximum dimensions: 80 centimeters in any dimension; maximum weight: 140 pounds (not including computer); nominal ocular: less than 1.5 kilometers; data acquisition and control computer; software: written in Matlab, LabView, FORTRAN, or BASIC; operations and maintenance manuals including data processing instructions. Specifications will be included in the solicitation document. FOB Destination. The Government intends to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. See Note 1. The SIC Code and Size Standard are 3826 and 500, respectively. The DPAS Rating for this procurement is DO-C9e. The provisions and clauses in the RFO and model contract are those in effect through FAC 99-8. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about June 3, 1999 with an anticipated offer due date of on or about June 21, 1999. An ombudsman has been appointed. Prospective offerors shall notify this office in writing of their intent to submit an offer and to request a copy of the solicitation.
