Administrative Support Center (DASC), Fort Belvoir, Virginia, intends
to issue a solicitation to obtain the services of a laundry, dry
cleaning, shoe repair shop for operation within the Defense Logistics
Agency Headquarters Complex (DLA HQC). The dry cleaning/shoe repair
concession shop will be located in kiosk 1649, Pod F of the DLA HQC at
8725 John J. Kingman Road, Fort Belvoir, VA 22060-6220. The kiosk
space is 392.77 square feet with one entrance. A diagram of the kiosk
space inclusive of dimensions will be provided in the solicitation
package. All personnel engaged and utilized in the Contractor's
operations shall be furnished, employed, governed, disciplined and
discharged by the Contractor. All Contractor personnel shall read,
write, and speak fluent English. The concession shop shall open no
later than 7:00 AM and shall close no earlier than 5:30 PM, Monday
through Friday except Federal Holidays. The Contractor shall establish
and operate in the Contractor's name for a base period of five (5)
years from the date of commencement of operations with two five-year
option periods. However, the period of performance shall not exceed
fifteen (15) years. The Contractor shall provide a full service shop
with all current techniques to include laundry shirt service, dry
cleaning, tailoring and alterations, box storage, unusual garment
cleaning, and leather items. The Contractor shall have knowledge and
experience meeting military uniform requirements for alteration/mending
services. Minor alterations/mending may be performed on site. However,
the Contractor shall not perform any dry cleaning or laundry servicing
on site. The Contractor shall collect and transport items to an
off-site cleaning facility and return the items to the DLA HQC within
the agreed upon pick up and delivery schedule stated to the customer.
The Contractor shall provide a shoe repair/shoe shine stand for the
workforce. In addition, the Contractor shall also provide valet service
for shoe shine appointments and perform services in the employee's
office space by appointment. The Contractor shall be responsible for
all its own expenses to include but are not limited to: removable
furniture; cash register and fixtures; vehicles; licenses; permits;
insurance; supplies; materials; transportation for all deliverable
goods; products; and supplies associated with this operation, and other
items that are deemed necessary for satisfactory performance of the
