CIAT is a collaborative agent-based decision support system for waterfront operations. The Navy requires technical expertise in knowledge acquisition tools and techniques in the development of identifying and capturing decision-making processes of the CIAT domain experts, and to develop a knowledge acquisition methodology model involving human resources in complex operational situations. The Navy intends to negotiate with Dr. John Harrigan, New Castle, New Hampshire on a sole source basis for technical expertise for CIAT under small purchase procedures.
