This synopsis provides notification of the Government's intent to negotiate an increase to the ceiling price for the time and materials (T&M) portion of contract DAAB07-96-C-C760 for technical and engineering services supporting the Near Term Digital Radio (NTDR) system. Sole source negotiation is proposed with ITT Industries, Aerospace/Communications Division, Ft. Wayne, IN pursuant to FAR 6.302-1(a), Only One Responsible Source. This ceiling price increase shall accomodate the Goverment's future requirements for the NTDR including but not limited to engineering support, system integration support, training, testing, on-site technical support and design analysis. The Government does not possess the necessary technical data on the ITT design for the NTDR to allow for a competitive acquisition of the required engineering and technical support. Accordingly, there is no specific solicitation document for this effort. Kindly contact the Contracting Officer regarding any concerns or questions regarding this effort. See notes 22 and 26.
