35805-1990 A -- VIRTUAL PROVING GROUND (VPG) DEVELOPMENT AND INTEGRATION SUPPORT

Officer, SMDC-CM-CN, (256) 955-4057 The U.S. Army Space and Missile
Defense Command (USASMDC) intends to enter into a noncompetitive
contract for Virtual Proving Ground (VPG) Development and Integration
Support. The objective of this effort is (1) to provide simulation test
and evaluation support as required; (2) to provide VPG support to
generate virtual entities for the VPG; (3) to convert legacy models and
simulations to a High Level Architecture (HLA) compliant state for
brokerage over the VPG integrated architecture; (4) to support Test and
Evaluation Command (TECOM) wide VPG integration; (5) to apply VPG tools
to solve Program Manager (PM), Program Executive Office (PEO), and
Warfighter problems and save operations and sustainment (O&S) funds;
and (6) to provide other support as required to supplement/complement
VPG. More specifically, the contractor shall provide support to the VPG
process to generate the required tools and connectivities required by
TECOM and its test centers. The contractor shall provide VPG
integration support to assure the connectivity and interoperability of
the overall VPG architecture in providing systems under test with cost
effective distrubuted technical testing. As required, the contractor
shall tailor VPG Tools Technologies to resolve issues/deficiencies or
achieve efficiencies for the PM, PEO, and Warfighter customer base. The
contractor shall perform other general support activities to
supplement/complement VPG, Simulation Test and Evaluation Process
(STEP), Simulation Based Acquisition (SBA), and associated activities.
To accomplish these objectives, the contractor shall possess
demonstrated experience in the STEP, HLA, VPG development and
integration, weapon system technical testing, and application of VPG.
Under the authority of Federal Acquisition Regulation (FAR)
6.302-1(a)(2)(iii), this action is directed toward Amtec Corporation.
This notice of intent is not a request for competitive proposals;
however, responses received from interested sources will be considered
by the government. This acquisition is not open to Allied
participation. All responses should be directed to SMDC-CM-CN/Dianne
Trimble and must be received within fifteen (15) days from the date of
this notice. A determination by the government not to compete this
proposed contract based upon responses to this notice is solely within
