NASA/GSFC plans to issue a Request for Quotation (RFQ) for Analyzing Cloud Particle Measurements which will include the Cloud Particle Imager (CPI) and High Volume Precipitation Spectrometer (HVPS) Data. This data will include 1) investigate and perform laboratory and theoretical responses to characteristics of the Cloud Particle Imager; 2) Develop an automated analysis tool for the CPI measuring and adapt it to the HVPS data in oder to incorporate it into the existing 2D particle analysis; and 3) Analyze microphysical data and compare with radar measurements and numerical simulations from four tropical rainfall measuring mission (TRMM) field campaigns. Deliverables will include semi-annual report of the investigations of the characteristic responses of the CPI and HVPS and a final report at the end of the work. Period of performance will be one-year after award. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Stratton Park Engineering Company (SPEC) Inc., Boulder, CO 80301. This unique research and analysis is intended to ensure succesful results from CPS instruments flown during four TRMM field campaigns. The CPI is a new instrument which Spec, Inc. designed that has far superior capabilities and resolution than other instruments that are being utilized in these field campaigns. It is essential that Spec, Inc., conduct analysis and research and gain understanding in its response characteristics before applying the data to scientific studies. The work required depends on the use of unique software developed by Spec, Inc. and the requirement to have an absolute understanding of the performance of the CPI. Spec, Inc. is the only company capable of providing the expertise, experience and methodology needed to analyze the data received. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
