The study will involve observing children and recording the frequency and duration for which they place non-food items in their mouth. The study will be conducted in two demographically diverse geographical areas of the country. One hundred children between 3 and 36 months of age in each location will be observed. CPSC will provide the Contractor with a list of children's names to be used in this study, however the Contractor will need to assist with recruitment of these children. The observations will be conducted within the child's natural environments (i.e., child's home & daycare facility). A separate contract may be selected for each chosen location. A firm-fixed-price, simplified acquisition is contemplated. Request for Quotation (RFQ) No. CPSC-Q-99-5151 will be released on or about June 30, 1999 with quotations due on or about July 26, 1999. All responsible sources may request a copy of the RFQ by fax at 30l.504.0628 and submit a written quotation, which shall be considered by the agency. No telephone requests for copies of the RFQ will be accepted. The final award(s) decision may be based upon a combination of price, past performance, and other evaluation factors as specified in the RFQ. The offerors will need to demonstrate experience in child observation data collection in a non-laboratory setting. Offerors will also need to demonstrate that they have adequate staff to complete the observations within the specified time frame. The anticipated award date is on or about August 15, 1999.
