The NASA Management Office plans to issue a Request for Proposal (RFP) for triennial/annual physical examinations, with laboratory work and analysis, for approximately 45 Government employees. The award will be for two years with three one-year options. The Contracting Office address is: NASA Management Office-JPL, 4800 Oak Grove Drive, M/S 180-802A, Pasadena, CA 91109. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR PART 12 and FAR PART 13.1. The DPAS Rating for this procurement is DO-C9. The anticipated release date of the RFP NAS7-99-48 is on or about June 11, 1999, with an anticipated offer due date of on or about July 11, 1999. All qualified, responsible sources within the Pasadena, CA commuting area may submit an offer which shall be considered by the agency. An ombudsman has been appointed (see Internet Note "B"). The written solicitation and any documents related to this procurement may be requested in writing or by telephone from the point of contact. Offerors who are interested in being placed on the Bidders List for RFP NAS7-99-48 are requested to send the following information: company name, complete address, e-mail address (if available), telephone number, facsimile number, and to whose attention the solicitation should be addressed. This information should be sent to the attention of Catherine Higdon, Contracting Officer. Prospective offerors shall notify this office of their intent to submit an offer. Interested offerors have 30 days from the release date of the solicitation to respond. Offerors shall provide the information required by FAR 52.212-1 which will be attached to the solicitation. Addendum to FAR 52.212-1 is as follows: NFS 1852.233-70. The Representations and Certifications required by FAR 52.212-3 will be attached to the solicitation, and offerors must provide copies of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. FAR 52.212-4 is applicable. Addenda to FAR 52.212-4 are as follows: NFS 1852.215-84, NFS 1852.235-71, and FAR 52.237-7. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: FAR 52.216-18, 52.232-11 and 52.232-19. Selection and award will be in accordance with FAR 52.212-2 with the following evaluation factors: (1) Technical capability of the item offered to meet the Government requirement includes the credentials of the medical staff and adequacy of facilities which are considered essential for the well being of the Government employee undergoing the yearly physical examination; (2) Price will be a major factor because physical examination costs must be within budget constraints; and (3) Location, as to the proximity of the Jet Propulsion Laboratory where the employees are stationed, is a factor but will be considered with lesser weight than the previous two factors. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). The Government intends to evaluate offers and award a contract without discussions.
