R -- MODIFICATION TO CONTRACT FOR NATIONAL EVALUATION OF THE SECTION 510 ABSTINENCE-ONLY EDUCATION INITIATIVES. POC Point of Contact: Cheryl Howe, Contract Specialist, 202-690-5552 The Department of Health and Human Services intends to negotiate with Mathematica Policy Research, Inc. (MPR) on a sole source basis under the authority of FAR 6.302-1 to modify the "National Evaluation of the Section 510 Abstinence-Only Education Initiatives" contract. This contract was awarded to MPR on a competitive basis in August 1998. The purpose of the contract is to document and understand the theories of abstinence-only education strategies, to determine the extent to which and in what ways various types of abstinence-only education initiatives affect youth's behaviors, and to examine the role of environmental conditions in enhancing or diminishing the ability of various abstinence-only education initiatives to achieve their intended benefits for youth. Given the range of interesting program models funded under Section 510 and the size of certain programs, the contract will be modified to add sites and to increase sample size, which will provide greater precision in estimates of impacts in certain sites and will allow exploration of impacts for certain population sub-groups. MPR is exclusively qualified to perform this work. The purpose of this synopsis is to comply with the notice requirements of FAR 5.201. Any organization that believes it is capable of performing similar services should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirements as described above.
