Authority (Sound Transit) will receive bids until 3:00 p.m., Seattle
time, on June 17, 1999, at Sound Transit, Contracts Division, 1100
Second Avenue, Suite 500, Seattle, Washington 98101-3423 for the above
referenced solicitation. As soon as practicable after said time and
date, bids properly received will be publicly opened and read in the
Reception Room, located on the 5th Floor of Sound Transit's Offices.
Bidders accept all risks of late delivery, regardless of fault. The
Work of this Contract is to construct the Auburn Commuter Rail Station
that includes approximately 8 acres of site work. The station is bound
on the north by Main Street, on the east by A' Street, on the south by
the proposed C' Street ramp and on the west by C' Street SW. The
station will be built at and around existing Burlington Northern Santa
Fe ("BNSF") railroad tracks. The Work includes but is not limited to:
1. Demolition of existing buildings, clearing and leveling of some
portions of the Site for future work. 2. Construction of: a. Two
permanent six hundred-foot long by 16 foot wide platforms b. Two
permanent mini platforms c. One 600 foot long by 16-foot wide temporary
platform d. One temporary mini platform e. Metal and glass platform
canopies on both permanent platforms f. A station clock tower canopy on
east platform g. A parking lot on the west h. A bus drive on the east
i. Landscaping and irrigation j. Site lighting k. Platform lighting l.
Installation of site furnishings m. Site utilities including
electricity, fiber optics, telephone, water and related services. 3.
Handling, removal, transport and disposal of contaminated, dangerous,
or hazardous materials including asbestos-containing materials, suspect
PCB-containing fixture ballasts, contaminated soils and/or groundwater
and fuel storage tanks. The estimated value of this contract is in the
range of $4,000,000 to $5,000,000. Prospective bidders, subcontractors
and suppliers are encouraged to attend a pre-bid meetingthat will be
held to discuss the work to be performed, constraints imposed by
permits, Small Business Participation, and bidding forms and
procedures. The meeting will be held on June 3, 1999, at 10:00 a.m. in
the Council Chambers, Auburn City Hall, 25 West Main Street in Auburn.
Non-discrimination in Contracting Discrimination is against the law. In
preparing bids, Bidders are reminded to afford all potential business
partners an equal, non-discriminatory opportunity to compete for
business as joint venture partners, subcontractors and suppliers. Small
Business Participation Sound Transit promotes and encourages small
business participation, which may include minority and women-owned
businesses, disadvantaged business enterprises and businesses owned by
persons with disabilities. Sound Transit is interested in bids that
involve the use of small businesses as prime contractors, joint venture
partners, subcontractors and suppliers serving commercially useful
functions. The following goal is established forsmall business
participation: Sound Transit's Small Business Goal: 25 % of Total Bid
Price Bidders must make good faith efforts to fulfill this goal when
preparing their bids and, if awarded the contract, must make good faith
efforts to utilize small business firms at levels which equal or exceed
this small business goal. Equal Employment Opportunity (EEO) Sound
Transit encourages the submittal of Bids from firms employing a
workforce that reflects the region's diversity. Bidders are advised
that they shall adhere to non-discrimination provisions and that they
shall make reasonable efforts to meet Sound Transit's workforce
diversity objectives on this contract. Bids shall be prepared and
submitted in accordance with the provisions of the Bidding Documents.
A bid guaranty in an amount of at least 5% of the Total Bid Price must
be included with the bid. Bids shall constitute offers to Sound
Transit, which shall be binding for 120 days from the date of bid
opening. Sound Transit reserves the right to reject any bid, any
portion of any bid and/or to reject all bids. Sound Transit further
reserves the right, but without obligation, to waive all informalities
and irregularities. The successful bidder will be required to provide
a performance and payment bond in the amount of 100% of the Contract
Price issued by a surety registered with the Washington State Insurance
Commissioner. The bid guaranty shall be retained by Sound Transit and
applied to any and all damages sustained by Sound Transit in the event
that the successful Bidder fails or refuses to enter into the Contract
awarded to it. Copies of the IFB document may be obtained from local

WA, or by calling (206) 398-5253. Bidders may also obtain copies of the
report entitled: "Geotechnical Report, Auburn Commuter Rail Station,
Auburn, Washington, dated March 8, 1999; there is no charge for the
report. There is no charge for the documents; however, Contract
Documents will be forwarded via Airborne ground at requestor's expense.
