The work consists of replacing the energy monitoring and control
system (EMCS), fire alarm, security, public address, television, sound,
Code Blue and lighting systems, and replacing all the HVAC terminals
throughout the Hospital. The contract will provide preventative and
repair maintenance of the existing systems during the construction
period and options to extend the maintenance and operation of the new
system during the service contract period. The requirements for the
technical Source Selection criteria factors are as follows: Factor (1)
Technical Factors: (a) Past Performance: Subfactor (1) Prime
Contractor's Past Performance; Subfactor (2) Contractor's
Operation/Maintenance Experience; and subfactor (3) Safety and Health
Rating; (b) Relevant Experience: Subfactor (1) Prime Contrctor's
Corporate Experience; Subfactor (2) Subcontractors' Experience;
Subfactor (3) Contractor's Operation/Maintenance Experience; and
Subfactor (4) Key Personnel's Experience; (c) Support for Small, Small
Disadvantaged, and Women Owned Businesses: Subfactor (1)
Subcontracting Plan Effort; and Subfactor (2) Subcontracting Past
Performance; and (d) Proposed Project Work Plan; and Factor (2) Price.
For purposes of evaluation of offers the technical factors, when
combined, are as important as the price. The Government reserves the
right to reject any or all proposals at any time prior to award; to
negotiate with any or all proposers; to award the contract to other
than the proposer submitting the lowest total price; and to award to
the proposer submitting the proposal determined by the Government to be
the most advantageous to the Government. PROPOSERS ARE ADVISED THAT AN
AWARD MAY BE MADE WITHOUT EXCHANGES OR ANY CONTACT CONCERNING THE
PROPOSALS RECEIVED. Proposers should not assume that they will be
contacted or afforded an opportunity to qualify, discuss, or revise
their proposals. The Solicitation Release Date is 16 June 1999. This
solicitation is available in electronic format only. All documents will
be in the Adobe Acrobat PDF file format on CD ROM. The free Acrobat
Reader, required to view the PDF files, is provided on the CD or can be
downloaded from the Adobe website. Drawings are additionally included
in the generic TIF graphic format. A charge will be made for each CD.
The cost is $12.50 for each CD. This price includes priority mail
postage. These sets will be made available upon receipt of a written

The Estimated Cost Range is between $1,000,000 and $5,000,000. The
Standard Industrial Classification (SIC) Code for this project is 1542
with a Size Standard of $17,000,000. This project is not set aside for
