POINT OF CONTACT: Dewayne Cochrane (cochrand@doimex1.sill.army.mil) VOICE 580-442-4315 FAX 580-442-4621 REQUEST FOR TECHNICAL PROPOSALS PROJECT NO: NB-00127-6P BUSINESS SIZE: UNRESTRICTED CONTRACTED SERVICES: Replace Heating And Cooling With Geothermal Heat Pump Fort Sill, OK (See attached Scope of Work). This request for technical proposals is being conducted under Part 14 of the Federal Acquisition Regulations (FAR) using the two-step sealed bidding process. THERE WILL BE A PRE-PROPOSAL SITE BRIEFING ON JUNE 2, 1999 AT 9:00 AM, LOCAL TIME, AT THE ABOVE ADDRESS. VENDORS WHO DO NOT PARTICIPATE RISK NOT RECEIVING INFORMATION VITAL FOR SUBMITTING AN ACCEPTABLE PROPOSAL (To ensure adequate meeting space, Vendors planning to attend the pre-proposal briefing are asked to notify the point of contact in advance). Interested vendors must submit a technical proposal for review. The review will determine whether the technical proposal is acceptable, reasonably susceptible of being made acceptable, or unacceptable. Unacceptable proposals will not be invited to submit prices in the solicitation process. Vendors should submit proposals that are acceptable without additional explanation or information. All proposals must clearly identify all of the requirements as provided at the Pre-Proposal Site Briefing. The technical proposal will be evaluated on the basis of: method of accomplishment; 5 years of experience in heating and air conditioning, 1 years of experience in geothermal within the last 3 years (past performance information must be included with the technical proposal). The Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted. The Government may request additional information from offerors of proposals that it considers reasonable susceptible of being made acceptable and may discuss proposals with their offerors. TECHNICAL PROPOSALS WILL BE NO MORE THAN 10 PAGES IN LENGTH. An additional page is granted as a cover sheet identifying thefirm. TECHNICAL PROPOSALS WITH MORE THAN 10 PAGES MAY BE REJECTED AS UNACCEPTABLE! Do NOT submit prices with the technical proposal. A single offeror may submit multiple proposals. Vendors will be bound by their technical proposals! Vendors with proposals determined to be unacceptable will be notified on final determination of unacceptability. Vendors will receive instructions and be notified of any additional materials, submittals or information required before prices are submitted. Step-two will consist of a sealed bid. The Government will award on a Firm-Fixed Price basis to the responsible offeror who submits the lowest price acceptable offer. The amount of the solicitation is estimated to be between $500,000 and $1,000,000. Bonds will be required. Late proposals and revisions of proposals will not be considered unless the circumstances meet the specific requirements of FAR 52.215-1(c)(3)(i). The Government will notify vendors of the date for submission of technical proposals at the Pre-Proposal SiteBriefing. SCOPE OF WORK Project Number NB-00127-6P BASE BID REPLACE HEATING AND COOLING IN 5B AREA Area 5B buildings: 513, 514, 515, 516, 517, 523, and 524 This area has a total of 7 buildings, 4 quarters per building for a total of 28 quarters. The existing heating and cooling for each building is a 2-pipe hydraulic system consisting of 4 boilers, 6 air-cooled condensing units with a refrigerant to water heat exchanger and 24-fan coil convector type units. BID OPTION 1 REPLACE HEATING AND COOLING IN 6B AREA Area 6B buildings: 620, 621, 622, 623, 624, 625, 626, 727, 628, 629, and 630 This area has a total of 11 buildings, 4 quarters per building for a total of 44 quarters. The existing heating and cooling for each building is a 2-pipe hydraulic system consisting of 4 boilers, 6 air-cooled condensing units with a refrigerant to water heat exchanger and 24-fan coil convector type units. New heating and cooling system shall fulfill all local and national codes, and Fort Sill quality standards. Base bid and bid option 1 to be for a Geothermal Heat Pump with standing column well system. System shall be a forced air type with insulated sheet metal duct, diffusers and local control for each quarter. The proposal to include all work required for a complete and usable product.
