This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 99Q065 is issued as a Request Quotations (RFQ). All references of "offers" are understood to be "quotations". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. The SIC code is 3829, and the small business size standard is 500 employees. The U.S. Secret Service has a requirement for the purchase four (4) Handheld thermal imagers which meet the following specifications: 100 MM F/1.0 Lens, Durable Travel Carrying Case which contains unit and can be shipped safely, 2 Rechargeable Camcorder Batteries, AC/DC charger, Operational Manual, Lens Cleaning Kit. The following additional requirements must be met: Parameters -- Detector must be 320 X 240 un-cooled ferroelectric, Spectral Response must be 7 to 14 microns, Thermal Stabilization must have a thermoelectric cooler, Video update rate must be at least 30 Hz. real time, Typical time to operation must be 25 seconds or less at 25 degrees centigrade; Interfaces -- VCR Compatible Video Output must include an RCA Jack (EIA RS-170 NTSC), RS-232 Serial Communications Port for external control; Electrical -- Typical power consumption must be 3.5 watts or less; To conserve power, there must be a stand-by mode; Operating time per battery must be 3.5 hours or greater; Physical and Environmental -- Weight of unit must be less than 3 pounds; Unit must conform to one hand operation; Unit must conform to standard tripod mount; Unit must operate between 20 degrees below zero and 49 degrees centigrade; Unit must be contained in a water-resistant housing; The operating humidity should be 0-95% non-condensing; Lens -- It is critical that the unit contain a 10mm motorized focus and a palmIR twist lock interface. The twist lock lens mount is required to mount alternate lens. The motorized focus is for remote installations. The contractor shall deliver the complete quantity; FOB Destination, to the U.S. Secret Service, TSD, 843 Brightseat Road (rear) Landover, MD 20785. Delivery to be completed within 30 days after receipt of award.
