synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This notice is being issued as a
Request for Offer(RFO)for: Item #1. O ATOM VUV Absorption Source Lamp,
Resonance Environmental Sensing, Inc., model OHELM-L OR EQUAL,quantity
1; Item #2. Solar Blind Photomultiplier Tube (PMT), Resonance
Environmental Sensing, Inc., model XE or equal, quanitity 1. These
items shall meet the following salient characteristics: O ATOM VUV
Absorption Source Lamp: 1. 130.2 NM triplet line source 2.
non-electrode self-contained light source 3. continuous wave output
Solar Blind PMT: 1. includes housing and power supply 2. vacuum
enclosure 3. 110V operation 4. 50 OHM output 5. Cesium Iodide
Photcathode 6. BNC signal connection 7. capable of driving 20 feet
standard signal cable without distortion 8. to be compatible with O
Atom VUV absorption source lamp (Item one above). The provisions and
clauses in the RFQ are those in effect through FAC 97-11. The SIC code
and the small business size standard for this procurement are 3825 and
500, respectively. The offeror shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submit a quotation which shall be considered by the agency.
Delivery to NASA Glenn Research Center, 21000 Brookpark Road,
Cleveland, Ohio 44135 is required within 30 days ARO. Delivery shall be
FOB Destination. The DPAS rating for this procurement is DO-C9. Offers
for the items(s) described above may be mailed or faxed to the
identified point of contact or bid distribution office, by the
date/time specified and include, solicitation number, FOB destination
to this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Offerors are encouraged to use
the Standard Form 1449, Solicitation/Contract/Order for Commercial
Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall

submitted in writing no later than June 4, 1999. Offers are due by
close of business 4:30 p.m. June 10, 1999 to the identified bid
distribution office, marked with this solicitation number. Selection
and award will be made on an aggregate basis to the lowest priced,
technically acceptable offeror. Technical acceptability will be
determined by information submitted by the offeror providing a
description in sufficient detail to show that the product offered meets
the Government's requirement. An ombudsman has been appointed -- See
Internet Note "B". Prospective offerors need not notify this office of
their intentto submit an offer. It is the offeror's responsibility to
