Officer, (916) 643-0290 This is a combined synopsis/Request for
Quotation (RFQ) for commercial items prepared in accordance with the
format in FAR subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the
solicitation. Quotes are solicited with this notice. The quotation
document and incorporated provisions and clauses are those in effect
through the Federal Acquisition Circular (FAC) 97-11. The
Television-Audio Support Activity proposes to procure: full automation
of the library operations at the Defense Information School (DINFOS),
Fort George Meade, Maryland. The system shall be turnkey and include:
data server with the following specifications: Compaq PROL 1600R 6/450
64MB M1, 6/450 PROC OPT Kit for PROL, SMART Array 221 controller, 5
each 9.1 GB pluggable w/ult HD, hot plug RDNDT power supply for PROL,
65MB memory SDRAM DIMM kit for PROL, 128MB memory SDRAM DIMM kit for
PROL, 35/70GB DLT DRV INT, NTLGNT 56K fax modem ISA V.90; the input of
the collection into a new data base; provide a completely automated
method of controlling the circulation of the library holdings; provide
user friendly access to a library's bibliographic data base by the use
of a terminal or preferably the use of the existing computers in the
database; provide searchable through a variety of access points greater
than those available through standard library card form catalogs,
including Name, Author, Title, Call number, ISBN number, OCLC Number,
and Library of Congress number; be searchable with a common command
language which may be transferred when the users move from one library
to another; provide instructional help and be user friendly for
customer and library staff; provide links to card form catalogs,
reference help, and circulation files; provide for automated collection
inventory; provide usage statistics; provide a manual backup in the
event of system breakdown; complete remedial services, including
on-call certified maintenance service during the Principal Period of
Maintenance (PPM)and repair/replacement of components. Interested

negotiating and entering into a contract on a sole source basis with
The Library Company, Research Park, Inwood, West Virginia 25428, under
the authority of FAR 13.106-1(b), only one source reasonably
available. All responsible sources may submit a quote which shall be
considered by the agency. Offeror's quotes shall include documentation
sufficient to enable the Government to determine the capability of the
offeror to meet the requirements. Quotes in response to this notice
must be submitted in writing, facsimile responses are not acceptable.
Quotes may be mailed to Television Audio Support Activity, Directorate
of Contracting, Attn: T-ASA/DOC/SC (Susan Donbroski), 3116 Peacekeeper
Way, McClellan AFB, CA 95652-1068, or if using courier services deliver
to: Television-Audio Support Activity, Attn: T-ASA/DOC/SC (Susan
Donbroski), Building 209, Room 104, McClellan AFB, CA 95652. All
responses to this notice must make reference to quotation number
MDA112-99-Q-0131. The provisions at FAR 52.212-1 Instructions to
Offerors-Commercial Items, and 52.212-2, Evaluation-Commercial Items
apply to this acquisition. The SIC Code for this acquisition is 7379,
size standard 1000 employees. The evaluation criteria for this
solicitation will consist of technical capability of the offeror to
meet the agency requirement, price and past performance. Technical
capability and past performance together are approximately equal to
price. To be eligible to receive an award resulting from this
quotation, contractor must be registered with the Central Contractor
Registration (CCR) database, NO EXCEPTIONS. In order to register, you
may apply through the internet at "http://ccr.edi.disa.mil", you must
include your DUNS (Dun & Bradstreet) number in order to apply.
Verification of CCR registration must accompanyyour quote. Offerors
shall include a completed copy of the provisions at FAR 52.212-3 and
DFARS 252.212-7000, Offeror Representations and
Certifications-Commercial items, with their offer. Text of all clauses
referenced in the RFQ or herein may be downloaded from the Government
web site: www.arnet.gov/far/current. Quotes must be submitted by 1:00
PM PDT, June 10, 1999. Failure to provide any of the required
documents referenced in either the Request for Quotation or this notice
will render your quote unacceptable and ineligible for an award. Point
