JOINT TRANSPORTABLE COLLECTIVE PROTECTION SYSTEM: The Department of Defense (DoD) as represented by the U.S. Army Soldier and Biological Chemical Command (SBCCOM), has a requirement to develop a Joint Transportable Collective Protection System (JTCOPS). This will be a new nuclear, biological and chemical (NBC) protective shelter system for use by all DoD services. The requirement calls for a modular, collectively protected shelter that provides a transportable, free-standing system for billeting, medical, and operational facilities capable of being complexed to meet changing mission needs.. The JTCOPS must incorporate a toxic free area (TFA), a contamination control area (CCA), an environmental control unit, air filtration and generator/power capabilities. The JTCOPS must allow collectively protected vehicles/vans to be connected for safe personnel ingress/egress. The JTCOPS must be capable of being transported by ground, sea and air modes. This modular collective protection system must be capable of providing relief from psychological and physiological stresses during sustained operations in a contaminated environment due to wearing full Individual Protective Equipment (IPE). The JTCOPS must provide the ability to process contaminated personnel through a CCA into a TFA, as defined in North Atlantic Treaty Organization (NATO) Standardization Agreement (STANAG) 4192, consistent with service decontamination and contamination control procedures. The JTCOPS must be capable of operation by all U.S., NATO and other allied forces. In order to promote an environment of teaming/partnering for this acquisition, SBCCOM wants to involve industry in the very early development of this acquisition. Accordingly, a copy of the initial Draft JTCOPS Performance Specification and a summary of the acquisition strategies under consideration are available for review on the Natick Contracting Division web page at "www3.natick.army.mil/" under Business Opportunities, Ongoing Acquisitions, JTCOPS. In order to initiate an exchange of information on this acquisition, SBCCOM requests that interested parties submit any or all of the following: (1) a 5-10 page concept paper, with conceptual sketches if applicable, that identifies potential solutions to the JTCOPS requirement; (2) a separate review of the draft performance specification that provides suggestions regarding revisions or additions to the specification based on current industry capabilities and ideas presented in the concept paper; (3) comments on the proposed acquisition strategies to include identifying that strategy or combination of strategies that would promote the greatest interest in this program and that would result in the best developed, produced, and delivered JTCOPS; and (4) information on subsystem components (shelters, shelter materials, environmental control, NBC filtration, power generation) or related technologies that are currently available or expected to be available in the near future that could impact the JTCOPS development. Interested parties should also identify whether or not they would be interested in participating in a industry day meeting to discuss this acquisition. It would be SBCCOM's intent to discuss the proposed concepts, revisions to the draft performance specification, and the acquisition strategies at this meeting if there is demonstrated interest in such a meeting. If held, this Industry Day meeting would occur in the late June or early July timeframe at SBCCOM in Natick, MA.
