B -- REAL ESTATE RESEARCH AND EDUCATIONAL SERVICES SOL DASW01-99-R-0040 POC Carmelia Rush -- 703/693-2139 OR Leonard Hylton -- 703/693-2144 8742 -- The Defense Supply Service-Washington, on behalf of the Office of the Assistant Secretary of the Army (I&E), is requesting research and educational services from private sector providers knowledgeable in private sector best practices in real property management, including residential, commercial and community development. BACKGROUND: Army real property managment is based on an accumulation over many years of bureaucratic regulations, rules and practices. Installations and facilities are seen as cost sinks rather than value resevoirs. In order to reexamine its real property management practices, the Army needs the assistance of a provider able to examine Army practices and to help introduce procedures used in the private sector to take advantage of market economics and build sustainable value. SCOPE: The Army's portfolio is worldwide in extent and comprises owned and leased, urban, suburban, rural and wilderness holdings, with open land and built facilities for housing, barracks, dining, lodging, administrative, storage, industrial and recreational purposes. A consultant on real estate doctine and procedures must match the variety of Army assets with scope and variety of expertise, either in-house or readily obtainable. To be effective and objective, the provider must not be subject to conflicts of interest either on specific development questions or on general issues of Army real property management policy. TASKS: This contract envisions a range of consulting and advisory services, including but not limited to the following: 1) To create an analytical framework and model(s) for real estate doctrine based on corporate and real estate industry best practices; to analyze current Army real estate doctrine using this analytical framework; to determine differences between the two doctrines; and to propose revised Army doctrine based on the preceding analysis; 2) To create a comprehensive handbook that addresses the past, current, and projected management and development trends affecting the Army'sinfrastructure; to document procedures, processes, and techniques available to aid and educate Army leadership and management on infrastructure issues, focusing on the installation both as a community in itself and as an element in the surrounding civilian community, pursuing best use for functional missions; and to identify the key performance measures necessary to implement prudent development and management of Army infrastructure; 3) To create a comprehensive handbook that addresses the past, current, and projected management and development trends affecting the Army's historic properties; to prepare the analytical framework necessary to standardize a historic property redevelopment feasibility assessment plan; to build a comprehensive management strategy that incorporates best practices and enables the Army to meet its historic preservation objectives; and to integrate historic property management into daily installation operations; 4) Based on preceding tasks to develop courses and provide teaching materials and instruction to Army real estate personnel, to inform them of private sector best practices to control costs and enhance value of Army real property holdings; 5) To recommend development options for selected Army real property at three or more locations nationwide, both land and buildings; to analyze a range of scenario options according to existing or proposed objectives and incorporating local interests and market conditions; to priortize scenario options to correlate with the highest and best use of resource, both in quantitative and qualitative aspects; and to identify the timeline and key performance dates, functions, and actions necessary to implement the recommendations; 6) To conduct a conference to achieve visibility for the Army among private sector leaders in land use, facilities management, community development and public-private partnerships, enabling Army participants to meet private sector developers, investors and professionals and jointly explore emerging techniques in marketing and pursuing joint ventures in developing Army real estate. The solicitation will contain a conflict of interest clause prohibiting the successful offeror from participating in the supported programs. The performance will be for a base period of 12 months plus two twelve-month option periods. This acqusisition is unrestricted.
