Brown, jsbrown@mail.arc.nasa.gov. NASA/ARC plans to issue a Request
for Quotation (RFQ) to provide energy rate and policy analysis for
California Public Utilities Commission, (CPUC) hearings. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/ARC intends to purchase the items from Resource
Management International, (RMI) Inc. under the authority of 10 U.S.C.
2304(c). The unique qualifications required are thorough understanding
of operational philosophy and energy requirements of ARC's two large
wind tunnel complexes, NFAC and Unitary; Extensive experience with
interventions before the Federal Energy Regulatory Commission, (FERC)
and the CPUC involving PG&E. Other qualifications include familiarity
with the PG&E management philosophy and it's approach to rate filings;
Expert knowledge of the PG&E rates A-RTP, E-20T, and the effects of
Competitive Transition Charge, (CTC) on these rates. The Government
intends to acquire a commercial item using FAR Part 12. Interested
firms have 11 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
11 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
