CONTRACT INFORMATION: Architect-Engineer services are required for the
design of Hawaii DOT Project, Maui District Administrative/Maintenance
Building and Repair Building/Grounds, Island of Maui, Hawaii. This
announcement is open to all businesses regardless of size. Request for
Proposal No. DACA83-99-R-0019 shall be utilized to solicit a proposal
from the firm selected. A firm-fixed price contract will be
negotiated. The contract is anticipated to be awarded in November 1999,
and design completed by December 2000. 2. PROJECT INFORMATION: Various
repairs to five buildings -- District Office, Maintenance Office,
Repair Shop, Equipment Shed and Gas Station -- including replacement of
metal roofing, siding and structural components as well as deteriorated
mechanical/electrical/communications systems and/or equipment; repair
of various interior/exterior surfaces, doors, restrooms; painting;
reconfiguration of rooms to meet current function; various
interior/exterior ADA modifications to include handicapped parking,
signage, ramps, restrooms, shower stalls, drinking fountains and
accessibility; and other interior and exterior ancillary requirements.
Lead containing paint will be removed and disposed of as part of this
project. Estimated Construction Cost is between $1,000,000 and
$5,000,000. Cost estimates must be prepared using cost estimating
systems in standard use by the state of Hawaii DOT. 3. SELECTION
CRITERIA: See Note 24 for general selection process. The selection
criteria are listed below in descending order of importance (first by
major criterion and then by each sub-criterion). Criteria a through e
are primary. Criteria f and g are secondary and will only be used as
"tie-breakers" among technically equal firms. a. Professional
qualifications of the firm's staff/consultants to be assigned to the
projects (the education, training, registration, overall and relevant
experience and longevity with the firm of the offeror's key management
and technical personnel). b. Specialized experience in design of
repair and renovation of interior/exterior building structures. (1) The
evaluation will consider the offeror's specialized experience on
projects similar to the work described in paragraph 2. (2) The
evaluation will consider the offeror's technical capabilities (such as
design quality management procedures, computer aided design and
drafting (CADD)) as they relate to the work the offeror expects to do.
(3) The evaluation will consider the effectiveness of the offeror's
proposed project team, including management structure, coordination of
disciplines, offices and/or subcontractors, and prior working
relationships among the proposed team. c. The firm's past performance
on DoD, local government, and private sector contracts (1) The
evaluation will consider the offeror's past history of cost control,
quality of work and compliance with any work schedules. (2) The
evaluation will consider the relevancy of the offeror's past
performance information to the type of work proposed under this
announcement and the performing office. (3) The evaluation will
consider the currentness of the past performance information. (4) The
evaluation will consider whether there have been changes in performance
indicated by subsequent evaluations. d. Knowledge of the locality of
the projects. (1) The evaluation will consider the offeror's
familiarity with site conditions at the Hawaii DOT Maui District
Office. (2) The evaluation will consider the offeror's knowledge of
geological features, climatic conditions and/or local construction
methods that are unusual or unique to the State of Hawaii that would
affect the repair project. e. Capacity of the firm to accomplish work
in the required time. (1) The evaluation will consider the offeror's
experience with similar sized projects. (2) The evaluation will
consider the offeror's expected available capacity of key disciplines
to perform the work in a timely manner. (3) The evaluation will
consider the offeror's current and expected workload (for projects
other than the Government's) during the period it may be awarded
contracts under this announcement. f. Geographic proximity. The
evaluation will consider the firm's location with respect to the
geographic location on the Island of Maui. g. Volume of recent DoD
work. 4. SUBMISSION REQUIREMENTS: Firms desiring consideration must
submit one (1) copy of Standard Form 255 (11/92 edition) no later than
4:00 p.m., Hawaiian Standard Time, by July 2, 1999 or within thirty
(30) calendar days from date of this announcement, whichever is later.
Should the due date fall on a weekend or holiday, the submittal
package will be due the first workday thereafter. All responding firms
must also include completed Standard Form 254 (11/92 edition) for
themselves and their sub-consultants, if not already on file with the
Honolulu Engineer District. Submittals will be sent to U.S. Army
Engineer District, Honolulu, Building 230, Room 108, ATTN: CEPOH-EC-M,
Fort Shafter, Hawaii 96858-5440. Small and disadvantaged firms are
encouraged to participate as prime contractors or as members of joint
ventures with other small businesses. All interested parties are
reminded that the successful contractor will be expected to place
subcontracts to the maximum possible extent with small and
disadvantaged firms in accordance with the provision of Public Law
