PRE-SOLICITATION NOTICE UMATILLA NATIONAL FOREST Solicitation No.
R6-14-99-40, Blue Mountain 99 Survey Contract This notice is for an A
& E multi-year (up to 5 years), multiple-award, multiple-year,
indefinite quantities contracts. 3 to 5 top ranked firms will be
selected for award. When projects become available task orders will be
issued. Each contract may have a maximum of $150,000.00 over 5 year
contract period. Professional surveying services are required for
cadastral surveys, mineral surveys, right-of-way surveys, wilderness
boundary surveys, site and engineering surveys. Work will include
control survey, corner monumentation, marking and posting, records and
reports, corner maintenance, and corner search. Contract time will be
determined when task orders are issued. Survey projects under the
contract will be located within the boundaries of the Malheur,
Umatilla, and Wallowa-Whitman National Forests which encompasses
National Forest System Lands in parts of the states of Oregon,
Washington, and Idaho. Exhibits 1, 2, and 3 in the task orders will
provide the specific location and description of each project.
Interested qualified firms are invited to respond by submitting SF 254,
FS 255 and the following supplemental data: 1) Give a brief description
of steps you will use to complete a cadastral survey. 2) Provide
examples of land survey problems you have encountered on similar
projects and how youresolved them. 3) Describe how records research
will be accomplished. 4) Describe how control and tie line survey will
be accomplished. 5) Describe what measurement and observations
techniques will be used to assure compliance with contract
specifications. 6) Describe your corner search process. 7) Describe how
corner monumentation will be accomplished. 8) Describe how maintenance
of existing corners will be accomplished. 9) Describe how locating and
posting of property boundary will be accomplished. 10) Give the name,
registration number and percent of time the Professional Land Surveyor
in charge of the project will spend on each phase of work. 11) Provide
a copy of a recent survey plat that is representative of your cadastral
survey work which is similar to this project. Standard R-6 cadastral
contract specifications may be acquired from the contracting Officer.
Selection of firms for negotiation will be through an order of
preference based on demonstrated competence and qualifications
necessary for the satisfactory performance of the type of professional
services required, that include: 1. PROFESSIONAL CAPABILITIES. Firms
that demonstrate qualification of their assigned professional personnel
as appropriate to the nature and size of the project solicited will be
given greater consideration. 2. SPECIALIZED EXPERIENCE AND TECHNICAL
COMPETENCE IN THE TYPE OF WORK REQUIRED. Firms that demonstrate
technical competence and experience completing projects similar to the
type of work solicited herein will be given greater consideration. 3.
PAST PERFORMANCE on contracts with Government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules. Greater consideration will be given to firms
demonstrating that previous similar projects have been completed to
high quality statndards within the time requirements. 4. LOCATION IN
THE GENERAL GEOGRAPHICAL AREA of the project and knowledge of the
locality of the project, provided the application of this criterion
leaves an appropriate number of qualified firms, given the nature and
size of the project. Firms demonstrating knowledge of, and experience
working in the geographic area of the project performing similar
services will be given greater consideration. 5. CAPACITY to accomplish
the work in the required time. Firms providing evidence of commitment
and ability to assign clearly sufficient, highly skilled personnel to
accomplish the work within the specified time will be given greater
consideration. 6. THE VOLUME OF WORK PREVIOUSLY AWARDED by Forest
Service will be evaluated with the objective of effecting an equitable
an equitable distribution of the contracts amoung qualified A & E
firms, including minority, 8(a), or small disadvantaged firms that have
not had prior Forest Services contracts. 7. AS PRESCRIBED IN FSAR
4G15.605(f), additional credit may be given to potential contractors
who are subcontracting or will subcontract with certified 8(a) or other
small disadvantaged businesses. This procedure will be allowed until
units have met their small disadvantaged business goals (GAO B-223059,
B22343). SUBMIT FORMS AND RELATED MATERIALS TO THE CONTRACTING
OFFICER. MATERIAL WILL BE ACCEPTED THROUGH JULY 23, 1999. IT IS NOT
