The Department of Interior, Minerals Management Service (MMS) intends to competitively award a time and materials contract to clean up their historical well data and information for wells in the Gulf of Mexico OCS Region (GOMR). The period of performance will be for 5 years or until the total dollar ceiling is met, whichever comes first. This solicitation is the request for capability statements only. A Request for Proposals will be issued later only to those offerors considered to be technically acceptable. This project will consist of systematic research of existing digital data and physical paper files to acquire complete accurate well information. This includes MMS records, data, and other files and data sets that can be acquired from industry. Physical paper files consist of multiple file folders of well report documents and multiple logs and surveys for each well. The requirement is to validate or revise existing MMS data and acquire missing elements of the historical well data; identify missing data and/or documents; and make the changes or additions to the Technical Information Management System (TIMS)*. TIM's data for approximately 44,000 wells will be acquired, validated, revised, and/or captured from MMS and industry sources. This will include basic well data such as well names and numbers for every well, sidetrack, and bypass drilled the sequence of the drilling, spud date, surface and subsurface well locations, and other key elements for well identification. Other well data and information will include records and data for well completions, well logs, core data, formation tests, velocity surveys, well tests, pressure surveys, paleo data, production, and miscellaneous well reports, maps, and schematics. The project objectives are: (1) acquire comparisons of industry well information with MMS records; (2) identify well bores which have not been assigned American Petroleum Institute (API) numbers by MMS, are not in the MMS database, and assign API numbers (new TIMS wells); (3) validate or revise data elements for the existing well data in the MMS database from identified sources or identify missing data needed for the validation; (4) research discrepancies using the digital data and the physical paper files and make corrections or identify missing data needed for corrections; (5) acquire missing industry digital data and/or physical paper files; (6) capture data elements for the new TIMS wells from identified sources or identify missing data needed for the additions; (7) screen all validated, revised, or new data for reasonableness using inspection or automated error and exception processing methods; (8) validate all well locations with a plot of data in the MMS database of surface location, specified key measured depths (e.g., perforations, total depth), and the well trace from directional survey (spider map); (9) label, create an index, and capture images of the documents and surveys with identification from the validated, revised, and new data in TIMS and link (e.g., bar codes) this information tothe cleaned up TIMS well records. *The TIMS is an information management system designed to collect, retrieve, and display information through a suite of standardized software procedures for storing and integrating all information of importance in a corporate database for information access (sharing) and for mapping capabilities to present and display the data. TIMS standard software includes ORACLE; ESRI=s ArcInfo/View; GeoQuest=s Finder and various GeoFrame-based applications; and the Microsoft Office Suite. This project will consist of multiple tasks. The first task of the project is (1a) to acquire and establish a publicly available, nonproprietary, common well header for all well bores that exist in the GOMR and (1b) to capture or validate a TIMS well record for each common well header. The second task is to acquire, capture, and/or validate the TIMS directional survey record for all these wells. The third task is to acquire an inventory of well data and documents available in industry for well logs, core data, formation tests, velocity surveys, well tests, pressure surveys, and paleo data available from industry and MMS sources. The subsequent tasks would be similar for (4) well logs, (5) core data, (6) formation tests, (7) velocity surveys, (8) well tests, (9) pressure surveys, (10) paleo data, and (11) production. The scope of the subsequent tasks would vary from acquiring, capturing, and validating documents and TIMS records to labeling and imaging the documents available. A final task (12) would be to capture and validate data for miscellaneous well reports, maps, and schematics and label and image these and other well documents reviewed and/or acquired during the project. The deliverables for the first two tasks are: Item 1a, Common Well Header Data -- Approximately 20 validated, new, or revised identifying well data elements (Oracle tables and rows) to be publicly available; Item 1b, TIMS Well Records -- Validated, new, and revised well records for the TIMS (performance measure -- 99% accurate sample); Item 2a, TIMS Directional Survey Data (Oracle tables and rows) (performance measure -- 99% accurate sample); Item 2b, Well Plots -- A plot showing the cleaned up data and remaining erroneous data for each well in the phase, including the surface location, well trace, bottom hole location, and other well subsurface locations (e.g., perforations, top of sand (performance measure -- 99% accurate sample); Item 3, Progress Reports -- Written progress reports required monthly, including a list of well records with discrepancies that could not be cleaned up because of missing data and/or documents, the missing information, and a list of corrections with appropriate supporting details; Item 4, Interim Tasks Reports -- An Interim Task Report on a quarterly basis incorporating the accomplishments during the last quarterly period; Item 5, Draft and Final Report for Tasks -- A draft report for the tasks submitted for MMS review and comment to be incorporated into the final report. The contractor shall deliver a briefing and final written report to MMS that includes: (a) a statistical summary of the prior and current accuracy of the well records in the TIMS database for Item 1b and Item 2a; (b) a list of TIMS well records with discrepancies that could not be cleaned up because of missing data and/or documents and a list of the missing information; and (c) source associated with error or exception processing; (d) recommendations on the data and documents for the subsequent tasks and phases based on the most benefits for the costs. Item 6, Handbook -- A written handbook on the procedures and processes used. The deliverables for the subsequent tasks will be similar for each well data type (e.g., well logs velocity surveys, etc.). Reports and handbooks will also be delivered in a digital file such as WordPerfect or MICROSOFT Word. HOW TO RESPOND: In order to compete for this contract, interested parties must demonstrate that they are qualified to perform the work by providing BY 4:00 P.M. June 14, 1999 Capabilities Statement detailing: (1) your key personnel (those who would have the primary responsibility for performing and/or managing the project) with their qualifications and specific experience; (2) your organization's experience with this type of work and a description of your facilities; and (3) specific references (including project identifier/contract number and description, period of performance, dollar amount, client name, and current telephone number) for work of this nature that your personnel or organization is currently performing or has completed within the last 2 years. Also please include any negative references and your rebuttal explaining your side of the story. All references will be checked to validate the information provided. Past performance includes adherence to schedules and budgets, effectiveness of cost control, the acceptability of previous products delivered, effectiveness of program management, and the Offeror's willingness to cooperate with the customer in both routine matters and when confronted by unexpected difficulties. Following review of all Capabilities Statements submitted, those offerors judged most qualified to successfully perform the effort will be provided additional written proposal instructions. You will be expected to provide an oral presentation of your technical proposal if judged to be technically qualified. Your key personnel will give the oral presentation, and the emphasis will be on how well you perform the work. There will be a question and answer session to follow. Oral Presentations will take place in New Orleans, LA. It is expected that a site visit will be scheduled prior to the issuance of the RFP. As stated above, additional written proposal instructions will be forwarded detailing the requirements for submission of the following documents prior to the oral presentations: (1) a written presentation summary; (2) a project management plan: and (3) a business proposal and the following additional FAR clauses: 52-225-3, Buy American Act Supplies; and FAR 52.232-33 Mandatory Information for Electronic Funds Transfer Payments.
