The U.S. Information Agency (USIA) intends to negotiate a non-competitive contract with Czech Radio Communications, located in Prague, Czech Republic, to provide transponder capacity on the Eutelsat Hot Bird to uplink compressed digital video/audio transmission services. Czech Radio Communications shall provide sufficient frequency/power bandwidth of a Eutelsat Hot Bird Wide Beam transponder 24 hours/day, 365 days/year, to accommodate the Agency's International Broadcasting Bureau's (IBB) programming to the European region. The IBB currently leases compressed digital video/audio transmission services and Eutelsat Hot Bird satellite space segment capacity from France Telecom. The IBB wants to transfer this Eutelsat Hot Bird transmission to their RFE/RL Prague, Czech Republic headquarter facilities. Based onFAR Subpart 6.302-1, Czech Radio Communications is the telecommunications Signatory for the Czech Republic. In accordance with Czech Republic law, all satellite transmission services from the Czech Republic must be ordered through the Czech Republic telecommunications Signatory. The RFE/RL Headquarters is located in Prague, Czech Republic. Therefore, satellite space segment capacity for the RFE/RL Prague facility must be ordered through Czech Radio Communications.
