This summary synopsis/solicitation is for commercial items/services,
prepared in accordance with FAR 12.6. Solicitation 1435-01-99-RP-31016
is hereby issued as a Request for Proposal (RFP). The Department of
the Interior (DOI), Minerals Management Service (MMS) intends to
competitively award a Firm Fixed-Price contract for "Phase 2:
Mission-Critical Module Migration". Phase 2: Mission-Critical Module
Migration will be the development of a web-based Property Management
Information System to be referred to as (PMWeb) to manage the Bureau's
equipment assets. This system will include all the functionality of an
outdated Property Management System (PMS) using current technology that
provides performance, scalability, and design flexibility for future
growth. Award for this contact is targeted for July 16, 1999. PMWeb
will consist of 3 major phases: Phase I: PMIS Review and Assessment
Analysis. The purpose of this phase was to analyze the feasibility and
establish recommendations for migrating the functionality of PMS to a
web-based solution. A proof-of-concept document and a prototype were
created. This phase was completed and an Assessment Analysis
report/plan was delivered. Phase II: Mission-Critical Module Migration.
Based on the recommendations and plans from Phase I, Phase II
incorporates the actual development of the Equipment, Administration,
and Utilities functionality as represented in PMS. Successfully
completing Phase II will enable the DOI-MMS to discontinue use of the
PMS. Phase III: Remaining Module Migration (For Informational Purposes
Only). Phase III builds upon the experience from Phase II and adds to
the functionality developed in Phase II. This increased functionality
enables several manual processes to be automated and increase the
overall efficiency of the entire property management process and
establish the foundations for increased leverage of the web. The main
functions of PMWeb can be generally categorized as Equipment, Reports,
Utilities, and Headquarters functions. These main sections are: (1)
New Acquisition. Acquisition information, assigned to information,
ownership status, and manufacturer information. (2) Edit Equipment.
Capability to edit existing equipment information. (3) Browse
Equipment. Display a listing of existing equipment. (4) Dispose or
Delete Equipment. Capability to identify equipment to be reported for
disposal as well as assigning final disposition. (5) Reports. PMWeb
will consist of 14 "standard" reports and 9 Headquarters Special
Reports. These reports may be generated from HTML using newer features
in Microsoft Internet Explorer 5.x or with a report writer. (6) The
PMWeb System Administrator and owners would manage utilities Functions.
The utilities functions. (7) Headquarters Functions. This is intended
for the System Administrator functions and includes maintaining the
system. (8) Forms. There are 5 forms to be included in PMWeb. (9) Help.
Online "context sensitive" help will be provided to users to reduce the
need for individual training. (10) External System Interfaces. PMWeb
will interface with 4 external system via ASCII text files or manual
data entry processes. (11) System Redundancy. At a minimum any proposed
equipment will have redundant power supplies and cooling fans, error
correcting memory, hardware RAID array controllers. (12) System
Scalability The software will be written using a component based
strategy, including designing the components such that they can be
transparently relocated to different servers to improve performance.
Using a three-tier architecture, the software components are logically
divided into presentation, application logic, and data storage. (13)
Server Software. Each server shall have Windows NT server 4.0 with
Service Pack 4, Microsoft IIS 4.0, Microsoft SQL 7.0, Cheyenne ArcServe
backup client, all using TCP/IP with a static IP address registering
with a WINS server. (14) Security. Server security will be located
within the MMS intranet and not accessed as an internet server.
Microsoft Windows NT security will be restricted to certain users.
Microsoft SQL server will access certain tables and be restricted to
certain users. Programmatic security may be developed to restrict
certain users to certain functions. (15)Staff Involvement. MMS expects
IRM staff to fully participate in the development with the contractor.
Since PMWeb may introduce new application products, the contractor is
to recommend training that the contractor deems appropriate for this
project. PMWeb will allow employees, regardless of location, to
electronically communicate and exchange PMWeb information rapidly and
reliably, to integrate with the Networks and Intranet/Internet.
Installation, configuration, and integration of PMWeb software with MMS
provided hardware of Novell / NT / SQL Servers, and Client workstations
running on Windows 98, Microsoft Office Suite, and TCP/IP is required.
Offerors providing proposals that do not meet the above minimum
technical requirements shall be considered Non-Responsive. In addition
to the technical requirements, the Government will require oral
presentations from those companies who are considered responsive.
OFFERORS WILL BE EVALUATED ON THE FOLLOWING: (1) Oral Presentation
Effectiveness. (2) Experience/Past Performance (a list of past, present
and current contracts and points of contact including telephone
numbers). (3) List of Contractor's key personnel resources detailing
level(s) of experience as Project Managers, Senior Technical Computer
Specialists, Communications Engineers, Network (LAN, WAN) Engineers,
Internet/Intranet Engineers, Application Program Managers, Technical
Writers, Computer Analysts, Database
Analysts/Administrators/Programmers. (4) Organizational capabilities.
(5) Delivery Date. (6) Price. Performance Measure: Will be based on the
requirements in the Statement of Work. Performance Measure: Integrator
Configures, integrates and implements fully (99%, or better)
functionality within 150 calendar days from award. PMWeb system is
fully functional and available 98% of the time, with no more than 6
hours downtime during a 75-day period. Migrate data from existing PMS
into PMWeb Integrate existing Property records within 10 calendar days
from final delivery date. The Government reserves the right to award
contracts to other than the lowest priced offer if, in its judgement,
the technical superiority outweighs the cost difference. Oral
presentations will be held at MMS, 381 Elden Street, Herndon, VA 20170
the week of July 05, 1999. Vendors will be notified by the Contracting
Officer of the specific time for their oral presentation. Contractor
performance shall commence on date of award and continue through final
implementation of the system. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular Nr. 46. The following FAR Clauses apply to this
