this synopsis is to obtain information about potential qualified
sources capable of providing Parameter-driven Benefit Calculation
Software. This request for information is for acquisition planning
purposes only and is not a request for proposals. The Pension Benefit
Guaranty Corporation (PBGC) seeks to identify and determine the
availability of Parameter-driven Benefit Calculation Software. This
software must be capable of valuing pension plans and calculating
individual benefits in accordance with the Employee Retirement Income
Security Act (ERISA) statute and PBGC regulations. Specifically the
software must be capable of accommodating plan provisions such as
complex eligibility requirements, accumulation of employee
contributions, determination of contribution base benefit, death
benefits, and top heavy provisions. The software must also be capable
of accommodating unique PBGC processes such as calculating benefits for
a terminated plan instead of an ongoing plan, adjusting benefits for
prior distributions, limitations on benefits imposed by law and
regulation, 4044 asset allocation and 4022(c) allocation. PBGC does not
desire to acquire custom built software; but rather production proven
software that has been modified to meet PBGC requirements. To be
considered, software must have been in regular production use for at
least three years, must be capable of being modified to meet PBGC needs
without significant change to its architecture or core modules and must
incorporate strong internal controls. PBGC's information technology
environment requires a system which runs in a client/server
environment, is capable of supporting 100 concurrent users accessing
data for at least 1000 pension plans, and is capable of operating
across a frame-relay Wide Area Network as well as across a switched
Ethernet Local Area Network. Further, the clients must be Intel-based
personal computers running the Windows 95 or Windows NT 4.0 operating
system. Firms who are interested in providing this software should
write to the PBGC describing their product, the details of its
operations, the details and extent of modifications that would be
required to satisfy PBGC's need, the specifics of the softwares
operational history including a list of users who can be contacted for
references and a description of the technical environment required for
its operation. Firms should also provide a two page statement of their
qualifications including 1) professional capabilities; 2) specialized
experience and technical capabilities; 3) capacity to accomplish the
work in less than 18 months; and 4) professional qualifications and
experience of personnel who might be assigned to the effort. Also
