The Office of Planning, Research and Evaluation (OPRE), Administration
for Children and Families (ACF) in the Department of Health and Human
Services (HHS) is soliciting proposals to conduct an evaluation of
selected projects funded under the ACF Employment Retention and
Advancement Project. The offeror will be required to design and conduct
a multi-site evaluation that studies the net impact and cost-benefits
of programs designed to help Temporary Assistance for Needy Families
(TANF) recipients, former TANF recipients, or families at-risk of
needing TANF benefits retain and advance in employment. The goal of the
evaluation is to increase our knowledge about programs aimed at helping
low-income families sustain unsubsidized employment and advance to
positions that allow such families to improve their prospects for
self-sufficiency. The overall goal for the Employment Retention and
Advancement Evaluation is to ascertain the difference in outcomes
resulting from different treatments. ACF envisions supporting
evaluation approaches in which, for example, a control group would
receive services that exist prior to the demonstration and an
experimental group would receive enhanced job retention and advancement
services. Outcomes for each group would be compared to determine the
net impact of the enhanced job retention services compared to the
regular services available. Outcomes would be compared to determine the
most effective approach or whether adding or eliminating a particular
element makes a significant difference in employment retention and
advancement. The period of performance will be for a period of 60
months and will be incrementally funded. This is a Full and Open
