supplies, facilities, supervision, labor, and equipment, except those
specified as Government-furnished to perform public works functions at
Fort Hood, Texas under Solicitation DAKF48-99-R-0008, to include
transition from in-house to contractor operation, as appropriate. The
main functional areas included in this A-76 Cost Study are Production
Services and Facility and Infrastructure Support. Production Services
include: Work Reception and Management, Administration, Operation of
the DPW Network and Automated Systems, Stock Fund Inventory Management,
Hazmart, Environmental Services, Monitoring of Energy Consumption,
Engineering Design Services, Real Property Management, Permitting
Activities, Deployment and Military Exercise and Contractor Programs.
Facility and Infrastructure Support includes: Continuous Operation of
Critical Systems, Facility Structural Maintenance, Repair and
Alteration, and Infrastructure Maintenance, Repair and Alteration.
Facility Structural Maintenance, Repair and Alteration includes:
Carpentry, Structural Painting, Interior Electrical, Plumbing and
Pipefitting, Heating, Ventilation and Air Conditioning (HVAC) and
Refrigeration, Utility Control System (UCS), Kitchen Equipment
Maintenance and Repair, Boiler Operation and Maintenance, Centrifugal
Chiller Systems Operation and Maintenance, and Steam, Hot Water and
Chill Water Distribution. Infrastructure Maintenance, Repair and
Alteration includes: Electrical Distribution System, Exterior Lighting,
Airfield and Helicopter Pad Lighting, Lightning Protection, Safety
Signal Lighting, Emergency Power Supply Systems and Deluge Pump
Engines, Sign and Safety Marking Painting, Cathodic Protection System,
Natural Gas Distribution, Water Distribution System, Swimming Pool
System Maintenance, Wastewater Collection System, Military Vehicle Wash
Facilities, Fuels System Maintenance, Masonry, Sheet Metal and Welding,
Locksmith, Alarms, Improved Grounds Maintenance, Surfaced Area
Maintenance and Repair, Maintenance and Service- Equipment (MSE) Repair
and Installation Activity Support. For each functional area, the
Contractor will be required to operate the Standard Army Management
Information Systems (STAMIS). All services will be performed in
accordance with applicable regulations, manuals, technical documents
and Standard Operating Procedures. If a contract results from the A-76
Cost Competition, it will be a firm fixed price, firm fixed price
requirements, with Time and Materials line items with the base year
anticipated to be 1 May 2000 through 30 April 2001, with four (4)
one-year option periods. The Standard Industrial Classification Code
(SIC) code for this acquisition is 8744, with a size standard of
$20,000,000. Tentative issue date of a Draft Request For Proposals
(RFP) is on or about 18 June 1999, with the Final Request For Proposals
tentatively scheduled to be issued on or about 6 August 1999. The
majority of the Draft RFP shall be issued electronically and will be
available for viewing at the following web site: hood-doc.army.mil.
Some portions of the Technical Exhibits will be available only upon
request via e-mail. We anticipate that a computer will be set up at
Fort Hood, Texas so Industry can view the infrastructure information
which is stored on a database. The contract line items and the
Representations and Certifications will be viewable only by clicking on
the "Response" button for this solicitation. Constructive comments ONLY
are requested from Industry upon release of the Draft RFP. No pricing,
representations and certifications, nor any proposals or offers will
be accepted during the period the Draft RFP is available. Upon issuance
of the Final RFP, Offerors' pricing, representations and
certifications, and other data shall be submitted electronically using
the "Response" button to this solicitation at the web site shown.
Instructions for providing the balance of the Offerors' proposals shall
be included in the final solicitation. Constructive comments from
Industry on the Draft RFP may be sent to e-mail address
