The Bureau of Reclamation (Reclamation) intends to negotiate on a sole source basis with MGS Engineering Consultants, Inc., to provide engineering services to gather and analyze data and conduct an analysis of extreme floods at Owyhee Dam, a Reclamation Dam located in southeastern Oregon. The computer program Stochastic Event Flood Mode, is required to conduct this analysis. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. A Justification For Other Than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide similar required services must provide supporting evidence that they can furnish the above specific required services. This notice is not a request for competitive quotes. All responses received within 6 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
