FOR CAPABILITY TO PERFORM THE COMMERCIAL ACTIVITIES STUDY OF PUBLIC
WORKS, INFORMATION TECHNOLOGY AND MORALE, WELFARE AND RECREATIONAL
SERVICES FUNCTIONS AT TOBYHANNA ARMY DEPOT, TOBYHANNA, PA Purpose. To
perform market research on subject requirement IAW FAR Part 10. OMB
Circular A-76 Cost Comparison Study. The USA CECOM Acquisition Center
at Fort Monmouth, New Jersey is conducting market research to determine
the existence of sources capable of performing as the prime contractor
for base operating support functions for Tobyhanna Army Depot,
Tobyhanna PA, under OMB Circular No. A-76, "Performance of Commercial
Activities." Government personnel are currently performing these
services. A cost comparison under OMB Circular A-76 will be conducted
by the Army to determine the most cost effective mode of operation,
i.e., continued performance by government employees or through a
contract performed by a commercial entity. A Government proposal to
provide these services is being developed, anda contract may or may not
be awarded as a result of the study if government performance is
determined to be more advantageous. Interested offeror's will be
required to submit a technical, management and cost proposal with
associated documentation, to include past performance information.
Scope of Requirement. This requirement will cover a wide range of
multifunctional requirements to provide all resources and management
necessary for base operating support at Tobyhanna Army Depot, while
focusing on quality practices. Cost comparison study includes the
following major functional areas which may be subject to change
depending upon mission requirements: Directorate of Public Works (DPW);
Directorate of Information Technology (DAIT); and Morale, Welfare, and
Recreational Services (MWR). Representative services include: DPW:
Motor Vehicle Operations, Motor Vehicle Maintenance, Water Plants and
Systems, Sewage and Waste Plants, Base Supply (Equipment Mgmt and Dep.
Property), Personal Property Activities, Other Installation Services,
Maintenance and Repair of Family Housing Building and Structures,
Maintenance and Repair of Buildings and Structures (other than family
housing), Maintenance and Repair of Grounds and Surfaced Areas,
Engineering and Architectural Support, Management Support and
Administrative Support; DAIT: Information Management, Data Processing
Services, Maintenance of ADP Equipment, Systems Design, Development and
Programming Services, Software Services, Other ADP functions, Visual
Information, Administrative Telephone Services, Telecommunications
Centers, Other Communications & Electronics Systems Support, Systems
Engineering and Installation of Communications Systems, Administrative
Support Services (Mail, Records Mgmt, etc.), Management Support, and
Administrative Support; MWR: Recreational Library Services, Other
Morale Welfare & Recreational Services, Arts and Crafts, Youth
Activities, Child Development and Community Services. Period of
Performance. Base and Four (4) one year option periods to include
Phase-In period. The Standard Industrial Classification Code (SIC) for
this requirement is 8744, Base Maintenance. Small business size
standard is $20.0 Million. The Government plans to award one contract
for all of the areas described in the market survey. The contract type
has not yet been determined; however, industry suggestions are
