U.S. DEPARTMENT OF AGRICULTURE The Office of Small and Disadvantaged
Business Utilization at the U.S. Department of Agriculture (USDA) will
hold a Federal Subcontracting Forum, Workshop and Opportunities Fair
on Wednesday, June 23, 1999 from 9 AM to 4 PM in the Jamie L. Whitten
Building, 1400 Independence Avenue, SW, Washington, DC 20250. The
morning session (9AM -- 12 Noon) will be held in Room 107-A, and The
Office of Small and Disadvantaged Business Utilization at the U.S.
Department of Agriculture (USDA) will hold a Federal Subcontracting
Forum, Workshop, and Opportunities Fair on Wednesday, June 23, 1999,
from 9 AM to 4 PM in the Jamie L. Whitten Building, 1400 Independence
Avenue, SW, Washington, DC 20250. The morning session (9 AM -- 12 Noon)
will be held in Room 107-A, and will consist of presentations from
featured guest speakers and the workshop. The subcontracting
opportunities fair will take place in the afternoon from 1:30- 4 PM in
the Patio of the building. The theme of this year's program is Reform
of Affirmative Action in Federal Procurement. Linda Williams,
Associate Deputy Administrator for the U.S. Office of Federal
Procurement Policy (OFPP) and Robert Taylor, Manager of the Federal
Subcontracting Program at the U.S. Small Business Administration (SBA),
will be among the guest speakers. Topics for the individual
presentations and workshop will include: OFPP's Initiatives Relating to
the Small Business Program including the new Policy Letters on Goaling
and Subcontracting; SBA's Role in Subcontracting and the Future of
Subcontracting; the Small Disadvantaged Business (SDB) Reform --
Interim Final Rules Published by the FAR Council; SDB Procurement
Mechanisms including the Subcontracting Evaluation Factor for SDB
Participation & Monetary Subcontracting Incentives; Reporting
Requirements including the new (supplemental) SDB Reports; HUBZone
Program (the new HUBZone Subcontracting Goal); the Role of the
Commercial Market Representative (CMR); an Update on SBA's PRO-Net
System; and an Update on USDA's Subcontracting Program. Attendees will
have an opportunity to discuss subcontracting issues/concerns during
the morning session. Participation in the forum and workshop is open to
large business concerns and non-profit organizations. Proprietary and
confidential material will not be discussed during the event.
Representatives from large business concerns and non-profit
organizations will be available to discuss subcontracting opportunities
during the afternoon at the opportunities fair. Small business
representatives are invited to participate in the fair, and will be
permitted to attend the forum if space is available. Seating at the
forum/workshop is limited; therefore, reservations are required. Small
business representatives are also required to register to participate
in the opportunities fair. Reservations will be taken on a first-come,
