Division, Newport, RI (NUWCDIVNPT) has a requirement to establish an
on-site graduate program for a Master of Software Engineering (MSE)
degree. Classes using a mix of Videoteleconferencing technology,
Web-based Interactive Distance Learning, CD-ROM computer based training
and on-site instruction are envisioned. Desired classes include Models
of Software Systems, Managing Software Development, Methods of
Software development, Analysis of Software Artifacts, Architectures of
Software Systems, Software Process Definition, Introduction to
Real-Time Software and Systems, Software Measurement and Seminar in
Software Process. The program must also include a year-long studio or
capstone project as part of the MSE requirements. A two (2) year
program, beginning with the Fall trimester, 1999, is anticipated.
Academic counseling, laboratory, library and other typical university
services must be available through a mix of e-mail service, university
web-site access and the occasional campus visit. In order to
demonstrate technical competence, and, since currently an accreditation
board for MSE programs does not exist, the offeror must have a computer
engineering or electrical engineering degree program accredited by the
Accreditation Board for Engineering and Technology (ABET) or a
computer science degree program accredited by the Computer Science
Accreditation Commission (CSAC) of the Computing Sciences Accreditation
Board (CSAB). Award will be made on a Best Value basis. Offerors will
be required to submit technical proposals, including past performance
and technical capability information. The SIC Code is 8221. Our
