A. Morton, Contracting Officer, 202-324-2280 The Federal Bureau of
Investigation (FBI), Criminal Investigative Division, Language Services
Section (LSS), Language Training and Assessment Unit (LTAU), has a
requirement for the services of foreign language training providers.
The training shall consist of a variety of foreign language instruction
to FBI employees throughout the continental United States, Alaska and
Hawaii, Puerto Rico, and some overseas. Foreign languages shall
include, but are not limited to, Spanish, Russian, Arabic, Japanese,
Chinese-Mandarin, French, Italian, Korean, and English as a second
language. FBI trainees may consist of beginners through advanced level
language learners requiring training such as skill building, skill
broadening, part-time, full-time, intensive, immersion, or
refresher/maintenance training. The training shall address specific
skills involved in carrying out the law enforcement mission of the FBI.
The training shall be one-on-one, and/or group-training, especially for
immersion training. The contractor shall provide instructors who are
educated native speakers of the standard form of the language they will
teach and who are experienced in teaching adults using
proficiency-oriented methods and materials. Security Clearance: The
contractor shall be able to pass a security check for escorted access
to the FBI Headquarters building located in Washington, D. C. for
occasional meetings with LTAU personnel. This is a Partial Small
Business set-aside (25%). The FBI contemplates making multiple awards
using a Firm Fixed price, Indefinite Delivery/Indefinite Quantity type
contract. The period of performance is for a base year and four option
years. The Standard Industrial Classification Code is 8299 (NAICS
