Technical Publications, L.L.C., 1107 Nora Drive, Silver Spring, Maryland 20904, for the generation of a NASA Financial and Resources Management Core Curriculum for presentation to the NASA Chief Financial Officer (CFO) and Installation CFO's. J.R. Technical Publications, Inc. is uniquely qualified to perform this work. They have an extensive, multi-year background in support of the NASA and Goddard Space Flight Center financial and resources management communities through the development and delivery of training and training related materials. During the last 3 years, J.R. Publications has been involved in the following training and career development initiatives: Development and delivery of the NASA Budget Development Training Class and Budget Tutorial; Content development of the 533 Analysis and Cost Accrual web based tutorial for publication on the NASA Site for Online Learning andResources; Preparation of a Reimbursables Handbook and companion training class; Alignment of the Flight Project Directorate's career development guidance with the NASA Financial and Resources Managemet Career Development Guide that is the basis of this core curriculum activity; Content development of the NF 533 Reporting Process for contractors Tutorial used Agency-wide by procurement, contractor, and resources management personnel generating financial management reports; Support to Goddard's First Annual Financial and Resources Management Forum in January 1999; Ad hoc advisor to Goddard's Resources Training Committee; Revised the chapter in Volume 5 of the NASA Historical Data Book (1979-1988) on aeronautical and space research and technology; Content and illustration development for the new NASA recruitment brochure for use nationwide. Because of this extensive and current experience, J.R. Technical Publications possesses a comprehensive understanding of relevant source data and background material, as well as the Agency's and Center's organizational structure and culture. This knowledge will result in a minimal learning curve for the current task, requiring fewer hours and significantly less costs to complete the effort. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Interested parties will submit their interest in writing within 15 days of this notice identifying qualifications and capabilities. Responses received after the 15 days or without the required informaiton will be considered non-responsive and not considered. A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.
