U -- NAVY COMMAND AIRCRAFT CREW TRAINING (CACT) FOR THE C26D AIRCRAFT POC Contact, Contracting Officer, Susan Gregory Minor, 407/380-8020 E-MAIL: Susan Gregory Minor, Gregory-Mis@navair.navy.mil. 17. This synopsis constitutes market research to determine the extent of training available for potential award under FAR Part 15 and does not constitute a Request for Proposal. The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) Program which includes providing all labor, equipment, training facilities, tools, trainers, aircraft, training materials, instructors, supervision and other services necessary for academic training, simulator training and aircraft flight training for the C-26D (a Fairchild Metro 23/SA227DC as configured for U.S. Navy). This program includes both classroom and simulator hands-on training for initial and refresher pilot training courses. For the Initial Pilot course, flight training in the aircraft is required. The contractor must provide a Fairchild Metro 23/SA227DC aircraft (a Metro III/SA227AC is acceptable, but the metro 23 is preferred) and a Federal Aviation Administration (FAA) certified flight instructor for the flight training portion of the Initial Pilot Course. The training center shall be FAA certified under Department of Transportation Federal Aviation Regulations (DOTFAR) Part 142 for the Fairchild Metro 23/SA227DC. The simulator must be certified to Level C or higher for the Fairchild Metro 23/C-26D under Federal Aviation Administration Advisory Circular 120-40. The flight simulator's cockpit/functions must duplicate the Metro 23 aircraft and be capable of simulating all aircraft normal/ emergency procedures and must have, as a minimum, freeze capability, video playback, environmental controls and library facilities. Pilot course completion standards/flight tolerances for all procedures and maneuvers in flight simulator training must meet FAA Airline Transportation Pilot (ATP)/Type Rating Practical Test Standards. Besides the simulator, a Cockpit Familiarization Trainer (CFT: low cost, actual size graphics depiction of the aircraft cockpit) is required for cockpit familiarization training; and an avionics Part Task Trainer (PTT: with student action/trainer response capability) is required for avionics training. A higher order device (e.g. simulator) may be used in place of the CFT or PTT. The CFT shall be available to students for after class use. Simulator instructors and instruction shall utilize manufacture's flight manual checklist for normal and emergency flight evolutions except where Navy checklists are mandated. All instructors used in the courses must be encompassed under the training center's FAA certification for the Fairchild Metro 23/SA227DC under DOTFAR Part 142. Aircraft flight instructors must be FAA CFI-MEI(multi-engine instructor) and aircraft Type Rated (ATP). For each course, the Contractor will be required to submit for Government approval an Approved Training Syllabus (ATS) that meets applicable work statement requirements. Requirements shall consist of 3 different courses. The C-26D Initial Pilot Training shall be a maximum of 14 training days for ground school and simulator training, plus a maximum of 7 training days for in-aircraft flight training (no more than 27 consecutive calendar days total) in length consisting of approximately 88.5 total hours: 50 hours academic training (ground school, PTT, CBT), 28 hours simulator time split between right and left seat, 10.5 hours simulator brief/debrief time, and 15 flight hours (i.e. take-off to landing time) of flight instruction in the aircraft. The C-26D Follow-On Refresher Pilot Training shall be a maximum of 6 training days (no more than 7 consecutive calendar days) in length consisting of approximately 43.0 total hours: 21.0 hours academic training (ground school, CBT, cockpit training), 16 hours simulator time split between right and left seat, and 6 hours simulator brief/debrief time. This course shall include a FAA simulator check flight for Type Rating certification. The C-26D Refresher Pilot Training shall be a maximum of 4 training days (no more than 5 consecutive calendar days) in length consisting of approximately 26.0 total hours: 15 hours academic training (ground school, CBT, cockpit training), 8 hours simulator time split between the right and left seat, and 3 hours simulator brief/debrief time. Completion of the Initial Pilot Course is a prerequisite for the Refresher and Follow-0n Pilot courses. A non-personal, requirements type contract is anticipated with a 60-month period of performance. Organizations possessing a proven capability to provide the above are invited to submit their qualifications. The technical qualifications/capability response shall be limited to 12 pages maximum. Charts depicting capability information will be acceptable. Submit only unclassified information for consideration.
