a Request for Proposal (RFP) RFP5-51132/106 on or about June 18, 1999,
for the Facilities Operations and Maintenance Services (FOMS) contract
at GSFC located in Greenbelt, MD. This contract will include services
for operations and maintenance of GSFC facilities and collateral
equipment and other related functions. The work shall include: planning
and implementation of a comprehensive maintenance program covering
electrical, mechanical, plumbing, utility services, and responding to
trouble calls. Critical to this process will be the ability to apply
modern maintenance management techniques such as Reliability Centered
Maintenance (RCM) strategies to determine the optimum mix of
preventive, predictive, reactive and proactive maintenance practices.
Another important responsibility of the Contractor will be the
operation and maintenance of a Computerized Maintenance Management
System (CMMS). Plant Engineering and Planning, and Construction
Coordination and Quality Assurance (QA) services are currently being
performed under separate contracts. The Government anticipates
phasing-in these requirements during the Base Year of the contract.
Plant Engineering and Planning provides for the support of the GSFC
physical plant and site utilities restoration, repair, rehabilitation,
modification, and operation and maintenance programs. Construction
Coordination and QA provides for basic work planning and scheduling
services and oversight to construction activities. The successful
Offeror will provide supervision, personnel, labor, supplies,
replacement parts and materials, tools, equipment, communication
devices, transportation and management strategies necessary to perform
these services. The provisions and clauses in the RFP are those in
effect through FAC 97-11. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. This acquisition is a
Section 8(a) Program set-aside. The SIC Code and Size Standard are 8744
and $20M respectively. The DPAS rating for this procurement is DO-C9.
The anticipated release date of RFP5 -51132/106 is on or about June 18,
1999, with an anticipated proposal due date of on or about July 19,
1999. All qualified responsible sources may submit a proposal, which
shall be considered by the agency. An ombudsman has been appointed. See
Internet Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0)
format and will reside on a World-Wide Web (WWW) server, which may be
