The U.S. Army Tank-automotive and Armaments Command (TACOM) is
planning to solicit for a single production contract for the
acquisition of a Heavy Dry Support Bridge (HDSB) using best value
source selection procedures, including a tradeoff process. The HDSB is
a highly mobile, rapidly deployable, Military Load Class (MLC) 96
wheeled capable, sectionalized bridging system, compatible with the
Army Palletized Load System (PLS) truck. The HDSB consists of a bridge
and launcher. The bridge will fill all support bridging roles where
the gaps to be bridged are 40 meters or less. The production contract
is planned to be for a quantity of 27 HDSB systems and related
requirements over five years, with options for up to an additional 14
HDSB systems. The competition will be restricted to the following two
sources of supply: (1) Williams Fairey Engineering Limited (WFEL),
England; and (2) Kockums AB (KAB), Sweden. Both WFEL and KAB won
competitive best value contracts for the HDSB Engineering and
Manufacturing Development(EMD) Phase in 1996. These contractors have
each designed and built prototype HDS bridges and launchers
specifically for U.S. Army requirements, which are currently undergoing
extensive testing. These test results will be used as an integral part
of the selection of the production contractor. TACOM plans to post a
draft solicitation on or before 15 July 1999 on the TACOM Acquisition

for the exact web address. Written comments regarding the draft RFP
will be due on or before 15 Sep 1999. The final RFP will be released on
or about 15 Oct 1999 with proposals due by 15 Jan 2000. A single
contract award for production is forecast for Mar 2000. See CBD
