The Department of Veterans Affairs intends to negotiate an indefinite delivery/requirements contract for the distribution of medical/surgical products and related services. The contract will cover a base year plus 4-one year options. Source selection procedures will be used and award will be made on price and non-priced factors. The contractor shall be required to provide a wide range of medical and surgical products to VA San Juan, Puerto Rico and its clinics in Ponce and Mayaguez, Puerto Rico; St. Thomas and St. Croix, U.S. Virgin Islands. The contractor will be required to make deliveries in low unit of measure within 24 hours to VA in San Juan, Ponce and Mayaguez, and within 5 business days to St. Thomas and St. Croix. The contractor shall maintain a fill-rate of 95% for the base year with a gradual increase to 98% by the fourth option year. The contractor shall be EDI capable; provide various management and sales reports that reflect performance and customer service indicators; provide hardware, software and training to 17 ordering points. Award may be made to firms certified under the 8(a) program or to small businesses if offers are received from two or more certified 8(a) or small business concerns, and it is determined that concerns meet the requirements of the solicitation. Contract period is planned to commence 45-days after contract implementation. A preproposal conference will be held on June 29, 1999, at Fort Buchanan Community Club, Building #660, Guayanabo, Puerto Rico, to explain or clarify to prospective offerors the requirements of the solicitation. Offerors are requested to submit their written questions in advance of the preproposal conference.
