is seeking qualified parties to perform a study/analysis of AMD sites
and current bonding requirements under the Surface Mining Control and
Reclamation Act of 1977 (SMCRA) and develop options within the scope of
SMCRA for financial mechanisms that provide the capability to fund
long-term or perpetual treatment of pollutional discharges from coal
mining operations. This phase of the study will concentrate on actual
AMD sites and the existing bonds for those sites located in
Pennsylvania, Tennessee and West Virginia. Evaluation of qualifications
shall be based on past performance and experience in performing
research and demonstration of efforts addressing treatment of long-term
acid mine drainage pollution emanating from surface and underground
coal mines, coal refuse piles and other coal-mine related facilities.
It is anticipated that a fixed price contract with a period of
performance of six months from date of award will be awarded. The
estimated price range is $25,000 -- $50,000. This procurement is
subject to the availability of funds. The RFP will be available on or
after June 15, 1999. Requests for the RFP MUST be in writing and MUST
be accompanied by qualification/capability statements(including resumes
of leading personnel citing specific relevant experience) to establish
a bonafide capability to fulfill the requirement. (see numbered note
