Architect-Engineer services are required for survey, site
investigation, space planning, programming, engineering studies,
preparation of contract drawings, specifications and cost estimates,
and construction phase services (option) for the renovation of
Roberdeau Hall. Construction phase services include preparation of
operation and maintenance manuals, technical submittal review, analysis
of contractor requests for information, and record as-built
preparation. This announcement is open to all businesses regardless of
size. A firm-fixed-price contract will be negotiated. The contract is
anticipated to be awarded in September 1999. If a large business is
selected for this contract, it must comply with FAR 52.219-9 regarding
the requirement for a subcontracting plan on that part of the work it
plans to subcontract. The plan is not required with this submittal. 2.
PROJECT INFORMATION: Project design will provide refurbishment of
interior spaces of Roberdeau Hall located in Bethesda, MD. The building
is a four story office facility (partial basement, first floor, second
floor and partial penthouse) comprising a total of approximately
103,900 SF. The building is a sensitive compartmented information
facility (SCIF). U.S. citizenship by all design and construction
personnel performing functions at the project location is a
requirement. The project will include asbestos and lead paint
abatement, the refurbishment of walls, flooring, ceilings, doors,
windows, corridors, toilets, lighting and elevators, and the design of
a new auditorium. Utility work will include fire protection and alarm,
HVAC, steam, storm drainage, sanitary, water, gas, communications,
security, electrical, power, and obtaining construction permits. Space
planning, including systems furniture selection and layout, is
required. Exterior work includes landscaping, retaining wall, pavements
and vehicular parking. The upgraded building design will meet all
current codes and agency standards. Project will be designed in
accordance with Uniform Federal Accessibility Standards (UFAS),
Americans with Disabilities Act Accessibility Guidelines (ADAAG), and
all applicable State of Maryland and Montgomery County, MD requirements
and regulations. Aspects of project design may require approval by
other Government organizations such as the State of Maryland National
Capital Park and Planning Commission, the State of Maryland Division of
Historical and Cultural Programs, the Montgomery County Department of
Cultural Programs, the Montgomery County Department of Permitting
Services, and the National Capital Planning Commission. The design will
be prepared using the English units of measurement, including soft
metrics. Construction cost estimates will be prepared on IBM-compatible
personal computers using Corps of Engineers' Computer Aided Cost
Estimating System (M-CACES) (software provided by Government) and other
construction estimating software. Design drawings will be produced in
AUTOCAD Release 14. The specifications will be produced ineither
SPECSINTACT using Corps of Engineers Military Construction Guide
Specifications or the American Institute of Architect (AIA)
MASTERSPECS. The estimated construction cost of this project is 10-15
million dollars. 3. SELECTION CRITERIA: See Note 24 for general
selection process. The selection criteria are listed below in
descending order of importance (first by major criterion and then by
each sub-criterion). Criteria "a" through "e" are primary. Criteria "f"
through "g" are secondary and will only be used as tiebreakers between
technically equal firms. a. Specialized experience and technical
competence of the firm and consultants in: (1) Design of renovations to
large, highly automated facilities. (2) Life safety, fire protection,
security and communications design. (3) Use of automated design systems
described above (M-CACES or other construction estimating software,
CADD, and SPECSINTACT or AIA MASTERSPECS). (4) Experience in energy
conservation, pollution prevention, waste reduction, and the use of
recovered materials. (5) Location of the firm in the general
geographical area of the project. b. Qualified professional personnel
in the following key disciplines: project management, architecture,
mechanical, electrical, fire protection, structural, civil,
communication engineering, cost estimating, interior design, operation
and maintenance systems, and space planning. Registered professionals
are required in the following disciplines: architecture, mechanical,
electrical, fire protection, structural, and civil engineering. The
evaluation will consider education, training, registration, overall and
relevant experience, and longevity with the firm. c. Experience
producing quality designs based on an evaluation of a firm's design
quality management plan (DQMP). The DQMP should include an organization
chart and briefly address management approach, team organization,
quality control procedures, cost control, value engineering,
coordination of in-house disciplines and consultants, and prior
experience of the prime firm and any significant consultants on similar
projects. d. Past performance on DOD and other contracts with respect
to quality of work, cost control, and compliance with performance
schedules. e. Capacity to complete the concept design (35%) by Jul 00
and the final design by Apr 01. The evaluation will consider the
experience of the firm and any consultants in similar size projects,
and the availability of an adequate number of personnel in key
disciplines. f. Extent of participation of small business firms
including woman owned small business (WOSB), Small Disadvantaged
Businesses (SDB), including Historically Black Colleges and
Universities (HBCU), and Minority Institutions in the proposed contract
team, measured as a percentage of the total estimated effort. g. Volume
of DOD contract awards in the last 12 months as described in Note 24.
4. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large
business concern, a subcontracting plan with the final fee proposal
will be required, consistent with Section 806 (b) of PL 100-180,
95-507, and 99-661. A minimum of 65% of the total planned
subcontracting dollars shall be placed with small business concerns. A
minimum of 1% shall be placed with small business firms. At least 15%
of total planned subcontracting dollars shall be placed with small
disadvantaged businesses, including Historically Black College and
University or Minority Institutions, and 8% with women-owned small
businesses. The plan is not required with this submittal. 5. SUBMISSION
REQUIREMENTS: See Note 24 for general submission requirements. Note 24
is written in detail in any Monday issue of the CBD. Interested firms
must submit an SF255 for the prime. SF 254s must be submitted for the
prime and for each consultant. These forms shall be submitted to the
above address not later than 4:00PM on 6 July 1999. The SF 255 and SF
254 shall clearly indicate the staffing of the office indicated to do
the work. Only one copy of a submission (SF 255/SF254) is required at
this time. The Baltimore District does not retain SF 254's on file. In
block 3b of the SF 255, provide the firm's ACASS (Architect-Engineer
Contract Administration Support System) number. ACASS numbers for
consultants should be placed in Block 6. ACASS numbers can be obtained
by calling 503-808-4591. In SF255, block 9, list specific project
experience for key team members, indicate the team members role on each
listed project (project manager, architect, design engineer, etc.), and
identify where the team member is located if different from SF255,
block 3b. In SF255, block 7, provide contract award dates for all
projects listed in that section. In SF255, block 10, provide the DQMP
and the names and telephones numbers of clients as references on three
most recent, nonmilitary, laboratory facility designs. A project
specific design quality control plan must be prepared and approved by
the Government as a condition of contract award, but is not required
with this submission. Short listed firms may be requested to submit up
to 5 additional copies. One Preselection Board and one Selection Board
will be conducted from this solicitation. We will conduct telephone
interviews with the short listed firms. In order to comply with Debt
Collection Improvement Act of 1996, all contractors must be registered
in the Central Contractor Registration (CCR) to be considered for
