This is a combined synopsis/solicitation for commercial services
prepared according to the format in FAR Subpart 12.6 as supplemented
with additional information included in this notice. This announcement
constitutes the ONLY solicitation; quotations are being requested and
a written solicitation WILL NOT be issued. EMV-1999-RQ-0039, issued as
a Request for Quotation (RFQ), is for the purchase of professional
services for the removal and relocation of one KuBand Earth Station
antenna from one Government agency located at Beltsville, MD to FEMA's
Emmitsburg, MD field office. The solicitation document and
incorporated provisions and clauses are those in effect thru Federal
Acquisition Circular 97-11. This procurement is being issued as a total
small business set-aside, SIC Code 4899/small business size standard
$11.0M. It is anticipated a single award will result in the issuance of
a firm-fixed price simplified acquisition order. The Government will
inspect the services performed upon relocation of the antenna at the
Emmitsburg, MD location. The offeror shall propose a period of
performance as a part of their response to this notice and the
Government and the successful Contractor will negotiate an agreed-upon
performance period prior to award. Work efforts consist of: (a)
Dismantle one EA 6.1 meter Vertex antenna located at Beltsville, MD
utilizing a crane system. All labor, tools and coordination of crane is
to be handled by the successful Contractor. (b) Dismantle all hardware
associated w/antenna deicing system. (c) Cut antenna mounting hardware
(anchor bolts) to ground level. (d) Photograph and label or otherwise
document antenna structure, deicing system, and all associated hardware
and shipping boxes and containers for future re-assembly by the
Government or another source. (e) Package antenna, deicing system, and
all associated hardware into cargo hold of truck using all materials
necessary to provide for smooth overland transport. (f) Transport and
unload antenna, deicing system, and all associated hardware without
incurring damage to the FEMA field office located in Emmitsburg, MD. A
Site Visit will be conducted at the Beltsville, MD location at 10:00
AM, EST on Thursday, June 10, 1999. Contractors wishing to attend MUST
contact Mrs. Sandi Nixon (540/542-2303/Voice or 540/542-2632/Fax) NO
LATER THAN 10:00 AM, EST on Monday, June 7, 1999 and provide the names
of the individuals who will be attending the visit. The site visit
address is: Secret Service Rowley Training Center, 9200 Powder Mill
Road, Beltsville, MD. Contractors are to meet in the parking lot
outside of the fenced facility on the site visit day. If further
directions are required, contact Mrs. Nixon at the aforementioned
telephone number. Evaluation: The Gov't will make award to the
responsible offeror whose offer conforming to the stated requirements
will be the most advantageous to the Gov't, price and other factors
(i.e., past performance and quality [e.g., ability to provide the
required services & perform the work in a timely fashion]). Technical
is of greater importance when compared to price, therefore, the Gov't
will utilize Best Value procedures according to FAR Subpart 13.106 in
making award. Offerors are to submit, as a part of their response, 3
recent customers who can verify past performance of similar services of
comparable dollar value. Provide a point of contact and telephone
number for each customer. Offerors are to include a complete copy of
FAR provision 52.212-3 "Offeror Representations and Certifications --
Commercial Items" w/their response. The following FAR clauses also
apply: 52.212-4 "Contract Terms and Conditions -- Commercial Items,"
52.212-5 "Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items," 52.222-26 "Equal
Opportunity," 52.222-35 "Affirmative Action for Disabled Veterans and
Veterans of the Vietnam Era," 52.222-36 "Affirmative Action of
Handicapped Workers," 52.222-37 "Employment Reports on Disabled
Veterans and Veterans of the Vietnam Era," and 52.225-3 "Buy American
Act -- Supplies." The aforementioned FAR provisions and clauses can be
accessed electronically at http://www.arnet.gov/far. Due date for
receipt of responses to this RFQ is Thursday, June 17, 1999, COB (4:30
