described herein are requested to give written notification (including
the telephone number for a point of contact) to the procuring office
above within 45 calendar days from the date of this synopsis. The US
Geological Survey is conducting on-going research on both past and
future vegetation and climate changes in the western United States. The
USGS requires data on the potential scope of the environmental effects
of climate changes in terms that are accessible to land managers,
policy makers, and others who manage resources or estimate future
hazards. The contractor shall provide unique numerical analysis
capabilities, software, visualization tools, and experience for the
analysis and illustration of the relations among climatic variables and
vegetation distributions for: 1) the analysis of gridded vegetation and
climate data using response surface methodology; 2} the estimation of
past and future vegetation distributions from the output of numerical
climate models; 3) the estimation of past climatic parameters from
fossil plant assemblages; and 4) the scientific visualization of the
climatic parameters that potentially control modern plant
distributions. Datasets required include: 1) vegetation data and
quantitative modern vegetation/climatic relationships for comparison of
observed conditions (both past and present) with the results of
numerical model simulations and 2) statistical relationships between
vegetation and climate for use in analyzing climate models and
estimating amplitude on environmental changes through time. Based on
information available at this time, and in accordance with 41 U.S.C.
253(c) (1), implemented by FAR 5.302-1, the Government considers the
services specified as a sole source from University of Colorado,
Institute of Arctic and Alpine Research, Boulder, Colorado, and
proposes to negotiate a contract with that firm on that basis. However,
should additional sources be identified, they will be considered. Firms
who feel that they can furnish the required services are invited to
submit in writing an affirmative response to this announcement, and
such other materials which correspond to the required items stated
herein. This information will be evaluated and used to determine if
competitive opportunities exist. Since no solicitation document exists,
requests for such documents without accompanying information will be
considered non-responsive to this request without further
consideration. This notice may represent the Government's only official
