This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. DADA10-99-W-0261 is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97- 11. The solicitation is set aside for small businesses. The applicable Standard Industrial Classification (SIC) code is 1799 and related small business side is 7 million. Description, (a) Statement of work. The contractor shall provide all services necessary for the assessment of all gas cylinders in accordance with local, state, and federal laws and regulations, including obtaining any necessary licenses and permits required by local, state, or federal law, and for complying with any applicable international, federal, state and local laws, codes, and regulation in connection with the performance of the work, and all terms andconditions of this contract to include the discharge of inert gases, the final treatment/disposal, recycling of the non-inert gases, and the decommissioning, cleansing and recycling of metal from emptied cylinders. These services shall include all necessary personnel, labor, transportation, packaging, detailed analysis (if required) for disposal and/or transportation, including manifesting or completion of waste profile sheet. (b) When the Government has information identifying contents, it is provided for information purposes only and is not a guarantee of the cylinder contents. A listed content does not relieve the contractor from the responsibility to ensure that the contents are correctly identified and manifested when appropriate. Contractor is required to assess all compressed gas cylinders at the designated locations and determine if they are non-inert and can be transported off site for disposal/recycling. Contractor is authorized to revalve cylinders in order to discharge gases or transport off siteas appropriate. (c) The contractor is required to discharge, dispose of or recycle the gas in accordance with Defense Logistical Agency Regulations (DLAR) 4145.25. The contractor shall complete a certification of disposal or a certificate of recycling for all gases and emptied cylinders. Discharge of Inert Gases. The contractor shall assess each cylinder to determine if the contents are inert. Gases not regulated by federal, state or local regulations as wastes or pollutants shall be discharged to the atmosphere. The contractor shall relocate the cylinders to a designated location in order to safely discharge the gases from the cylinders if not removed for venting at a Treatment Storage Disposal Facility (TSDF). All proper safety precautions shall be observed. Remove and Dispose of Non-Inert Gas Cylinders. The contractor is required to assess each cylinder to determine if it contains/contained non-inert gases and if it is transportable. In accordance with 49, Code of Federal Regulations (CFR), the contractoris required to transport inert cylinders that cannot be disposed of in accordance with "Discharge of Inert Gases" above due to state and/or local laws and regulations. Once emptied, the cylinders shall be cleansed, decommissioned and recycled for metallic content. In addition, the contractor will complete Certificates of Recycling for all gases, which are processed for reuse of used as fuel, or Certificates of Disposal for all gases disposed of by incineration or treatment/neutralization. Accidental Gas Emissions. The contractor is solely responsible for any and all atmospheric releases of gas occurring during or resulting from performance of this contract. The contractor agrees to reimburse the US Government any or all cost incurred for accidents resulting from improper handling, gas extraction grinding, drilling torching, etc., or any cylinders while on the Government installation. Safety. The contractor must perform all operations in a prudent, conscientious, safe and professional manner. At a minimum, contractor's personnel and equipment shall comply with applicable state, federal, local and installation laws, safety regulations and procedures, and contractor will ensure that its agents, employees, and subcontractor perform in a safe manner. The contractor shall ensure that all personnel involved in handling and packaging of hazardous waste are trained for the level of expertise required for the proper performance of the task and, in particular, in the areas of chemical incompatibility, general first aid procedures and spills. Handling and personnel protective equipment shall be provided by the contractor and must be appropriate to ensure safe handling of the hazardous waste. The contractor agrees that his personnel and equipment are subject to safety inspections by Government personnel while on Fort Sam Houston, TX. CLIN 0001. The contractor shall provide all personnel, material, transportation, equipment for the assessment, sampling, analysis, and disposal of known cylinders as follows: Acetylene, Qty: 35 medium sizes, 3 small sizes, and 1 large size; oxygen, Qty: 8 large sizes and 2 small sizes; carbon dioxide, Qty: 5 large sizes; C02 fire extinguisher, Qty: 9 small sizes, 1 medium size, and 1 x-large size; fire extinguisher, Qty: 6 medium/long; Dichlorotetrafluoroethane, Qty: 3 large sizes; sulfur hexafluoride, Qty: 4 lecture; carbon dioxide, Qty: 9 small sizes; Hydrogen, Qty: 3 lecture; Hydrogen sulfide, c.p., Qty: 4, x-small sizes; Nitrogen Filled Cylinders: Qty: 2500 x-mall sizes; steribulbs, ethylene oxide, Qty: 60 x-small sizes. CLIN 0002. The contractor shall provide all necessary labor, personnel, material, testing equipment, and supervision for the sampling and testing of the "unknown cylinders" identified in line Item 0003. The contractor shall provide a quote for sampling and testing of the unknown cylinders only. CLIN 0003. Unknown cylinders: Qty: 7 large cylinders of the same type, contents unknown; 6 large cylinders of the same type, contents unknown; 6 large cylinders of the same type, contentsunknown; and 2 purple "k" medium cylinders of the same type, contents unknown. Once these cylinders are identified, the awardee shall provide a quote to the Government for disposal of these cylinders. Site visit. Due to the nature of the solicitation and environmental issues, a site visit is mandatory for potential contractors. The site will be accessible only at the specified time. Potential contractors will meet at 8:00 a.m., June 10, 1999, at Building 4196, Medical Contracting Center, Facilities Branch (MCC/DPW Cell), Fort Sam Houston, TX. Performance period: 28 Jun 99 -- 28 Jul 99. Potential contractors must notify Mr. Copeland at (210) 221-4155 if they intend to attend the site visit. This solicitation includes the provisions FAR 52-212-1, Instructions to Offerors- Commercial Items; and FAR 52-212-2 Evaluation Commercial Items, considering price, technical capability and experience, and past performance history. Award will be made to one contractor. Offeror must complete copy of provisions at FAR 52.212-3 and DFARS 252-212-7000, Offeror Representations and Certifications -- Commercial Items, prior to award.
