Q -- SUBSTANCE ABUSE TREATMENT SERVICES SOL PSA-99-0003 DUE 071599 POC Connie Barnaba, Contracting Officer, 202-220-5645 The District of Columbia Pretrial Services Agency (PSA)is soliciting offers for contractors to provide comprehensive outpatient group psychotherapy services to defendants/clients under the jurisdiction of the PSA in pretrial status. The Treatment services shall be provided at the Offeror's facility that is located within commuting distance (within a 50 mile radius) of Washington, D.C. Additionally, the Offeror shall provide personnel who can conduct both day and evening group sessions at the Government's facility in Washington, D.C. Therapy sessions shall include but not be limited to: Life Skills; Men's Mentoring; Women's Issues; and, Parenting. All personnel shall be licensed Social Workers and/or Certified Addictions Counselors. Treatment personnel shall be required to conduct individual assessments to determine the severity of the needs of the defendants/clients for treatment and referral purposes. The Treatment services shall be directed toward the achievement of four objectives: education about the client's substance abuse problems; promotion of honest self-exploration of the extent of life problems associated with substance abuse; acceptance of the diagnosis and barriers to recovery; and creation of a continuing care plan for recovery in conjunction with the referring officer. It is projected that ten percent of the defendants/clients to be served throughout a 12-month period are Spanish speaking. Group psychotherapy duration will be 8-12 weeks depending on the assessment of the client's addiction severity and other needs and the referring officer's recommendation. The term of this contract will be twelve months from the date of award with a one year option. The type of contract will be a Firm Fixed Price. The Government contemplates the award of multiple contracts resulting from this solicitation.
