COMMERCE BUSINESS DAILY ISSUE OF JUNE 2,1999 PSA#2358-- INVITATION TO PROVIDE COMMENTS ON THE VOLPE NATIONAL TRANSPORTATION
SYSTEMS CENTER REQUIREMENT FOR ON-SITE TECHNICAL SUPPORT SERVICES DRAFT
RFP AND INSTRUCTIONS This is not an Invitation for Bid, a Request for
Proposal or a Request for Quotes. The Volpe National Transportation
Systems Center is inviting industry comments and recommendations on its
upcoming requirement for On-Site Technical Support Services. These
services are currently being provided under contract DTRS57-97-C-00064
with Computer Sciences Corporation. For information purposes, a
redacted version of the current contract may be viewed at the following
Website: http://www.volpe.dot.gov/foia/index.html . While it is
anticipated that this follow-on acquisition will involve essentially
the same scope of work and magnitude of effort as found in the current
contract, the specific details of the new contract may be
significantly different in such areas, for example, as contract type,
pe rformance-based statement of work elements, and revised personnel
qualifications for required labor categories. It is expected that the
solicitation for this effort will be issued by about September 1, 1999,
with contract award planned for August 1, 2000. Please note that there
will be a contract transition period immediately following contract.
All firms interested in this acquisition are invited to review the
current contract and provide comments to the Volpe Center. Although
there are no time constraints for providing comments, it is requested
that initial comments be submitted to us by June 21, 1999 to coincide
with the ongoing Request for Proposal (RFP) development process. The
primary purpose for soliciting your input on this acquisition is to
provide those interested the opportu nity to participate in developing
the most effective, efficient and flexible solicitation and resulting
contract to satisfy the Government s requirements for these services.
In particular, the Volpe Center is interested in industry comments
regarding: 1. Any suggested approaches to the general format and
structure for the RFP, including approaches to most effectively
estimating labor requirements for this effort. 2. Potential for
performance-based statement of work descriptions 3. Contract Type 4.
Space requirements, including office space and parking 5. Contract
transition considerations 6. Simplified or streamlined proposal
preparation instructions 7. Past Performance, and other proposal
evaluation criteria The Volpe Center may incorporate industry comments
in pa rt or in whole into future releases of the RFP, including the
Statement of Work (SOW). The Government is not soliciting proposals at
this time. The Draft RFP, including the SOW, will be available in the
near future on the Volpe home page at:
